Senior Regulatory, Environmental and Closure Technician
Senior Regulatory, Environmental and Closure Technician

Experience: Minimum 10 years of relevant combined oil and gas regulatory, environmental, and production operations experience.

Our Asset Management Business Unit is growing and manages the engineering, production operations, liability closures, accounting, land, HSE, and regulatory oversight of junior to mid-sized E&P companies ranging from 100 to 8,000 BOE per day.

Sproule ERCE is seeking an energetic, self-motivated, technically proficient Senior Regulatory, Environmental and Closure Technician to join our growing Asset Management (AM) team. Reporting to the Closure Manager, this role will be primarily responsible for supporting one or more Sproule ERCE Asset Management clients in the effective management of regulatory compliance, environmental stewardship, closure activities and reporting. Experience with software platforms such as Abadata, Pandell AFE and AP, Xi as well as the AER’s DDS and OneStop systems is desirable for the efficient execution of these duties.

Key Responsibilities:

Under the supervision of the Closure Manager, the Senior Regulatory, Environment and Closure Technician responsibilities will include but not limited to:

Regulatory:

  • Maintain accurate documentation for Sproule ERCE clients through the execution, tracking and reporting of operational compliance issues.
  • Responsible for all regulatory matters, submissions, non-compliances, applications relating to environmental or closure activities for Sproule ERCE clients.
  • D13 annual inspections coordination and data management/input.
  • Surface casing vent flow reporting.
  • Remedial Action Plan (RAP), Record of Site Conditions (ROSC), and Mandatory Spend submissions as required.
  • Amendments, applications, submissions in AER One Stop and DDS systems, BCER Kermit and MER IRIS systems as required.
  • Primary contact and liaison on inspections and non-compliances with all Provincial regulators relating to matters of environment or closure.
  • Assist in the execution of care and custody orders.
  • Track and respond to regulatory audits and inquiries; ensure timely execution of follow-up actions and remediation plans.
  • Support new well, facility and pipeline projects.

Environmental and Closure

  • Lead the inactive well monitoring program: track wells that have ceased production, ensure regulatory compliance for well suspension or abandonment, and manage associated risks.
  • Consult with the Calgary and field operations staff, financial accounting staff, external regulators and third-party contractors in the definition, and execution of the annual closure budget and all associated activities.
  • Assist in the coordination and administration of environmental Phase 1, Phase 2, and Site-Specific Assessment studies.
  • Support the closure and administration of designated non-operated orphan wells, and remediation sites ensuring compliance with regulatory and internal requirements.
  • Track and report on non-operated well closure activities, including schedule and budget monitoring.
  • Track removal and documentation of wellsite and facility equipment during site closures; ensure material transfers tracked and documented clearly.
  • Assist in coordinating the annual reclamation program, including scheduling, and supporting vegetation monitoring activities.

Share Point File Management

  • Responsible for electronic file organization, data management and coordination with Field and Calgary Operations regarding Regulatory, Environmental, and Closure file documentation.
  • Support contractor management processes, including quality assurance and performance monitoring.

Safety

  • Participate as a member of the Emergency Response Team, supporting preparedness and incident response initiatives.

General Administrative Assistance

  • Support Closure Manager and all Sproule Project Managers in the administration of various client environmental and closure portfolios including AFE generation and invoice processing, meeting minutes, ARO reconciliation, budget planning.

Required Education and Experience:

  • Minimum 10 years of relevant combined oil and gas regulatory, environmental, and production operations experience.
  • High school diploma or equivalent.
  • Possess an internal drive to seek out and act on opportunities to further develop personal skills and capabilities and explore ways to innovate established work processes.
  • Take ownership of job-related problems and seek resolution through appropriate resources and be willing to collaborate and share technical knowledge with others to achieve overall team project objectives.
  • Willingness to initiate and maintain communication with key stakeholders such as team members, field operations, landowners, regulatory and government agencies.
  • ASET or another technical diploma or certificate is an asset.

Technical Required Skills & Competencies:

  • Aptitude for AER regulatory compliance and Directives, and general oil and gas production operations.
  • Working knowledge of AER systems OneStop and DDS, ABADATA and the Muddy Boots platform an asset.
  • Familiarity with oilfield maintenance and integrity tasks, terminology and practices an asset.
  • Knowledge of BCER and MEMPR regulations an asset.
  • Proficiency using MS Office including Word, Excel, and PowerPoint, Microsoft 365 and SharePoint.
  • Working knowledge of accounting software Pandell an asset.
