Job Title: Senior Proposal Writer
Reporting to: Vice President

  • Strong track record of successful responses to federal government RFPs (TBIPS, SBIPS, ProServices, TSPS, etc.).

The Role
Hi! I’m Rich,a Vice President at NFR. The Competitive Response Team is a VERY tight-knit, supportive group, including four very talented writers.
As Senior Proposal Writer, you will be a major contributor on our Competitive Response Team. You will manage the end-to-end proposal process, ensuring the timely and accurate delivery of responses to RFPs, RFQs, RFIs, Supply Arrangements (SA), and Task-Based Standing Offers (TBSA). This role requires extensive experience in federal procurement processes, excellent writing skills, and the ability to collaborate with internal teams and subject matter experts.

Key Responsibilities
Proposal Management & Development
  • Lead the full proposal lifecycle including planning, writing, editing, formatting, and submission of federal government and corporate RFPs.
  • Analyze RFP documents to determine compliance requirements and ensure all responses meet mandatory criteria.
  • Develop proposal outlines, compliance matrices, schedules, and assignment plans.
  • Coordinate with internal departments, recruiters, and consultants to gather information and draft technical content.
Content Creation & Strategy
  • Craft customized proposal responses tailored to each opportunity, incorporating win themes, value propositions, and key differentiators.
  • Maintain and update a proposal content library and boilerplate repository for reuse in future proposals.
  • Write executive summaries, technical responses, staffing plans, and management approaches.
Compliance & Review
  • Ensure proposals adhere to Government of Canada procurement guidelines (TBIPS, THS, SBIPS, ProServices, TSPS, etc.).
  • Coordinate internal reviews and approvals before submission.
  • Perform quality assurance checks for grammar, formatting, and compliance.
Client & Contracting Knowledge
  • Interpret Supply Arrangements and Standing Offers terms and conditions to ensure proper response structure.
  • Maintain understanding of evolving federal procurement policies and client requirements.
  • Support post-submission requests for clarifications and debriefs.
Experience We Are Seeking in You
Must Haves:
  • Minimum 7+ years of experience writing proposals for an IT staffing agency or related field.
  • Strong track record of successful responses to federal government RFPs (including TBIPS, SBIPS, ProServices, TSPS, etc.).
  • Demonstrated experience with corporate procurement and supply arrangements.
  • Exceptional written and verbal communication skills.
  • Strong understanding of government procurement processes and terminology.
  • Proficiency in Microsoft 365 (Word, Excel, PowerPoint, Adobe) and AI toolkits
Nice To Haves:
  • Bilingual (English/French) proficiency.
  • Experience in IT staffing or consulting services industry.
  • APMP certification or similar industry credentials.
  • Familiarity with Bullhorn or other Applicant Tracking Systems (ATS).
  • Previous experience working in an ISO certified environment
