Job Profile
Under the general supervision of the Supervisor of Property Management and Appraisal, the Senior Property Manager is responsible to manage and administer a lease portfolio in a cost-effective manner. Represents the City in negotiations of complex and politically sensitive leases for city-owned vacant and improved residential, commercial and industrial properties, within strict timelines ensuring adequate steps have been taken to protect the city against any potential liabilities. Entering into new leases and renewing existing leases includes market analysis, qualification of potential sites comparative lease studies, negotiations, proposal calls, report/approval processes, and tenant improvement process. Reviews and revises programs and policies to meet the Branch’s mandates and responsibilities. Represents the City to contracted consultants, tenants, property owners, public business organizations as well as other levels of government. Analyzes financial statements and tenant budgets; requests inspections of all properties. Mentors and provides guidance and coaching to junior Branch staff. Preparation of reports and briefing notes to appropriate delegated authority in accordance with City policies, prepare documentation and oversee ongoing administration of a diverse portfolio of surplus City-owned real property.
The incumbent must be self-motivated, possess excellent organizational skills and have the ability to exercise precise judgment and independent decision-making under time sensitive and stressful circumstances.
As The Senior Property Manager,you Will
- Prepare general correspondence, written agreements and formal reports to community Committees and Standing Committees of Council.
- Apply best business practices in administration of lease documentation.
- Negotiate directly with business owners or other proposed tenants to lease accommodations in a timely, cost effective manner.
- Mentor branch staff in the implementation of day to day Real Estate office duties and other programs and projects as delegated.
- Ensure that all financial aspects of negotiations, documentation, lease commitments and ongoing administration are performed in accordance with City policy and sound economic analysis/financial principles.
- Lead the implementation of a clear, consistent and comprehensive policy framework related to facility leasing and coordinate special projects and department initiatives.
- Monitor the progress of transactions for compliance with terms and conditions of agreements including inspections, reporting and taking action as required. Your Education And Qualifications Include
- An Urban Land Economics Diploma or designation through the Real Estate Institute of Canada or similar OR equivalent combination of education, training, and experience.
- Five (5) years’ experience in commercial leasing practices.
- Experience in the general administration of a commercial lease portfolio.
- Experience in basic accounting practices and principals.
- Experience in real estate financial analysis.
- Experience with computer technology and software applications.
- Experience in letter and report writing.
- Knowledge of City policy and procedures an asset.
- Knowledge of Real Estate law.
- Knowledge of current market lease rates.
- Ability to manage numerous and diverse projects of very different natures, simultaneously.
- Ability to maintain composure in stressful situations.
- Ability to mentor junior staff effectively.
- Ability to organize, prioritize and manage deadlines.
- Ability to work effectively with other civic staff, private consultants, contractors and suppliers.
- Ability to keep current with new property management and appraisal trends.
- Good verbal communication skills, and be capable of effective public relations.
