Job Description

The successful candidate for this position will be a member of the Capital Works Delivery Unit. They will be responsible for providing advanced project management and technical expertise for complex projects supporting Toronto Water's core businesses, including Capital Works Program delivery related to Toronto Water facilities, linear assets, electrical, mechanical, process control and information technology systems.

Major Responsibilities:

  • Develops, reviews and implements detailed plans and recommends policies regarding program specific requirements.
  • Manages large multi-year consulting assignments for linear rehabilitation programs.
  • Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day-to-day operation of all assigned staff including scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
  • Develops, recommends and administers the annual budget for the unit, and ensures that the unit’s expenditures are controlled and maintained within approved budget limitations.
  • Manages and provides leadership for large complex projects from inception to completion. Assesses funding, schedule, scope requirements, develops Terms of Reference, fully defines project deliverables, and manages change conditions. Ensures effective teamwork, communication, high standards of work quality, organizational performance, documentation and continuous learning.
  • Conducts research ensuring that best practices, developments within the field, corporate policies, legislation and initiatives by other levels of government are taken into account.
  • Oversees and evaluates the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks. Finalizes contract payments and implements quality control/quality assurance, finalizes contract payments, and ensures project expenditures are controlled and maintained within approved budgets.
  • Participates in the preparation of capital and operational budgets. Deals with complex cost-sharing arrangements.
  • Leads multi-disciplinary project teams and supervises/directs project team members, consultants and contractors.
  • Provides specialized design services, technical advice and expertise to support the units of the Division/Service Area/City. Modifies established guidelines, standards and processes, devises new approaches, applies existing criteria in innovative ways and draws conclusions from comparative situations.
  • Identifies, evaluates and provides technical expertise and recommendations for the resolution of complex issues with assigned projects. Ensures compliance within guidelines by acting as a signing authority.
  • Negotiates and settles financial disputes and claims from contractors, consultants, vendors, other stakeholders and external parties.
  • Represents the Division/Service Area/City at meetings with the public, stakeholders and councillors. Represents the Division as a technical specialist at project and organizational meetings with planners, administrators, contractors and other external service providers as well as at hearings, court proceedings, grievances and arbitrations and other tribunals.
  • Leads the review of drawings, purchasing documents and specifications prepared by staff, contractors and consultants
  • Prepares Committee and Council reports, presentations, purchasing documents, contract plans, specifications and estimates.
  • Evaluates proposals and/or bids and makes recommendations for award of contracts.
  • Secures permits and approvals as required from external agencies.
  • Maintains relationships with councillors, the public, consultants, government agencies, developers, suppliers and contractors relative to the positions responsibilities.
  • Analyzes business processes and related data to enable continuous improvement and control measures for quality, efficiency and effectiveness of services. Formulates recommendations.
  • Reviews and analyzes new technologies and best practices for utilization in existing or future service requirements.
  • Ensures the proper maintenance of all required documentation and produces or supervises the production of such documents.
  • Performs site inspections and condition assessments for construction projects.
  • Leads, solves, investigates, conducts studies, analyses, surveys, researches and develops effective solutions for complex problems while controlling measures for quality, efficiency and effectiveness of services.
  • Establishes and maintains linkages to other divisions in the City to co-ordinate input and ensure effective partnership.
  • Promotes standardization relating to project administration, documentation, processes and technical design.
  • Ensures the efficient utilization and development of human resources and labour relations activities including hiring, health and safety issues, discipline, arbitration strategy, support to the collective agreement process, costing of collective agreement proposals and agreements for bargaining, coordinate the documentation and support to the job evaluation and wage harmonization process.
  • Supervises an integrated team of staff and external service providers.

Key Qualifications:

  • Extensive experience in project management including consultant assignments and construction contracts specifically related to water infrastructure upgrades and modifications.
  • Extensive e xperience in construction management related to water infrastructure, including scope change management, risk mitigation and contract administration
  • Extensive e xperience to exercise tact and diplomacy when dealing with senior management and political staff on sensitive issues or customer service issues and inquires related to capital works delivery in the public right-of-way in.
  • Extensive k nowledge of legislation related to the Occupational Health and Safety Act, Construction Act, Environmental Assessment Act, Environmental Protection Act, Conservation Authority Act and Federal Fisheries Act.
  • Ability to read, interpret and report on engineering plans, drawings, technical memos, reports and specifications.
  • Ability to plan, organize and coordinate multiple interdisciplinary assignments and meet required timelines.
  • Ability to communicate complex technical issue to a variety of audiences with a customer Services focus.
  • Highly developed interpersonal, client service and teamwork skills.
  • Ability to collaborate and work effectively with consultants, contractors, colleagues, elected officials, developers and other internal and external clients and stakeholders.
  • Ability to travel to various work locations and construction sites in a timely and efficient manner, a valid Province of Ontario Class "G" Driver's License and access to a vehicle required.
  • Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces
