Main Purpose and Function

The Senior Project Manager is responsible for overall project management and supporting the detailed planning and delivery of additional street cleaning infrastructure and services for the FIFA World Cup 26 Vancouver.

This position liaises with Engineering Services’ Project Management team supporting preparations for the event to identify and communicate requirements to Sanitation Operations, and work closely with Sanitation Operations and Solid Waste Services staff to support the development and implementation of operations plans, including supporting the sourcing and deployment of equipment and temporary infrastructure required. This position is also responsible for developing, sourcing and managing a supplemental recycling program delivered by one or more non-profit or social enterprise organizations. The position is expected to provide planning, strategy, coordination, risk identification and management, budget tracking, and overall project management. Aspects of projects and related work may contribute to decisions that may have significant operational and financial implications.

Specific Duties and Responsibilities

• Liaises with Engineering and Host Committee teams to identify and communicate requirements, constraints, risks, issues and other context relevant to planning and delivery of street cleaning activities, including security requirements;
• Works closely with Sanitation Operations to communicate and interpret information and updates from Engineering, and ensure operations plans are developed and implemented accordingly;
• Serves as first point of contact for Sanitation requests related to planning and execution of the FIFA World Cup 26 Vancouver, and liaises with Sanitation Operations and Solid Waste Services as needed to respond;
• Provides project management support for the development of labour plans, equipment plans, detailed work schedules and metrics tracking by Sanitation Operations, including plans for continued delivery of city-wide street cleaning services leading up to and throughout the duration of the event;
• Develops, sources and manages a supplemental recycling program, delivered by one or more non-profit or social enterprise organizations;
• Develops a plan in conjunction with Sanitation Operations for meeting security-related infrastructure needs, including temporary removal of solid waste infrastructure, such as cart enclosures and litter cans, and replacement with suitable alternatives, if needed to meet security requirements, including working with Sanitation Operations to develop a servicing plan for the temporary infrastructure. Provides project management and oversight for execution of the plan, and coordinates procurement of replacement infrastructure;
• Tracks progress and presents updates to Engineering and the Host Committee, as needed;
• Liaises with Sanitation Operations to plan for attendance of relevant operations staff at meetings with Engineering and the Host Committee, as needed;
• Oversees all stages of the project life cycle in accordance with the Engineering Services Project Management Framework and City of Vancouver policies and procedures;
• Oversees project management activities including defining project scope, objectives, success factors, deliverables, and quality measurements to meet the business needs, and identifies and escalates issues as needed;
• Budget tracking, including processing invoices and identifying and managing financial risks;
• Identifies and engages stakeholders to identify and manage risks throughout the project;
• Facilitates and leads project progress reporting and decision-making meetings;
• Provides project status reports and makes recommendations on items such as scope change or mitigation strategies to the Project Sponsor(s);
• Identifies and manages project specific opportunities to enhance overall value to the public from the perspectives of scope, quality, schedule, cost, risk, resources and stakeholder expectations;
• Provides recommendations for changes in methods, processes and procedures that may impact financial and operational areas as well as staffing work loads, working conditions, changes in positions or staffing levels.
• Responsible for administering project accounts and identifying financial risks;
• Responsible for recruitment activities, coaching staff, and participating in evaluating performance and conducting investigations.

Qualifications

Education and Experience:

• Bachelor’s Degree in Engineering or Business Administration and a minimum of six years’ related experience leading multidisciplinary teams through complex projects, or an equivalent combination of education, training and experience.
• Experience managing complex, high-profile, highly fluid projects in a fast-paced work environment, and complex multi-stakeholder teams, including operations and a unionized workforce.
• Experience working in public sector environment.

Knowledge, Skills and Abilities:

• Considerable knowledge of street cleaning operations and techniques, and public realm garbage and recycling collection
• Knowledge of project management methodologies, practices, processes and policies and their application
• Excellent leadership skills with the ability to motivate, engage and mentor staff
• Excellent communication (oral and written), interpersonal and presentation skills
• Ability to effectively negotiate complex issues with the best interest of the department, City, development community,residents, and businesses.
• Ability to build relationships and influence others while respecting the sensitive and political challenges that impact decisions
• Ability to work well under pressure and manage multiple projects and processes with competing schedules and resources

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite.
