About the Role

The Senior Project Manager P&R reports directly to the Project Director, Registration and Booking Transformation within Business & Technology Transformation, a branch of the Parks & Recreation Division. The role focuses on P&R's transition from the launch of the new Registration and Booking system, ACTIVENet, to its ongoing support and maintenance.

The Senior Project Manager will lead a small team and oversee all work packages under the Registration and Booking Transformation Project. Based out of Metro Hall and other locations as needed, they will employ project management, business process development, and stakeholder engagement skills to advance the project. Responsibilities include contract management, capital funding forecasting, staffing, audit preparation, and overall project oversight.

Major Responsibilities
Project Management
  • Provide leadership within the branch as part of a self-directed team, managing project tasks and teams.
  • Develop, negotiate, and manage agreements with vendors, contractors, and partners.
  • Oversee contract processes including RFQ/RFP, bid evaluations, vendor negotiations, and contract monitoring.
  • Manage project budgets, including operational requirements, staffing, and financial monitoring.
  • Supervise work across multiple facilities, engaging stakeholders and managing various project tasks.
  • Collaborate on the development of digital platforms, websites, and related tools.
  • Coordinate work streams to ensure alignment and proper sequencing.
  • Review and optimize project schedules, scope, and legal agreements.
  • Prepare business cases and briefing documents for senior management.
  • Manage resources efficiently to meet project objectives within budget and timeline.
Customer Focus and Strategic Orientation
  • Build effective relationships with stakeholders, including internal teams, external partners, and the public.
  • Address complaints and ensure high-quality, cost-effective service delivery.
  • Ensure compliance with all relevant legislation and standards such as AODA, WHMIS, Fire Code, and OHSA.
Business Process Improvement
  • Develop and implement operational plans, policies, and procedures to improve efficiency.
  • Establish service standards and manage fiscal strategies collaboratively with partners.
Leadership
  • Hire, motivate, and evaluate staff; supervise non-union personnel.
  • Represent the division at meetings and community consultations, providing expertise and leadership.
  • Anticipate organizational impacts of emerging issues and develop strategic responses.
  • Respond to emergencies and provide operational support as needed.
Research and Communication
  • Engage with stakeholders city-wide, including unions, and develop communication materials.
  • Prepare reports, briefing notes, and presentations for senior management and committees.
Key Qualifications
  • Post-secondary education in business administration, project management, or related field, or equivalent experience.
  • Leadership experience managing major projects and teams.
  • Proven ability to manage complex, multi-stakeholder projects from start to finish.
  • Extensive knowledge of project management methodologies, especially in technology delivery.
  • Experience in business process development and documentation.
  • Strong interpersonal, negotiation, and conflict resolution skills.
  • Ability to lead as a program manager and work independently within a team.
  • Excellent communication skills, both written and verbal.
  • Strategic planning and political acumen.
  • Knowledge of relevant legislation and standards, including AODA, WHMIS, Fire Code, and OHSA.
  • Ability to travel within Toronto as required.
