Financial Services Regulatory Authority of Ontario (FSRA) is seeking a finance professional for an 18-month fixed-term contract within the Market Conduct Business Solutions team.   • Proven knowledge of theory and practical application of a wide range of business methods, including performance measurement, risk management, benchmarking and re-engineering to lead reviews and improvements.
  • Demonstrated knowledge of project management with techniques, tools and life cycle methodologies to lead, coordinate and support improvement projects.
  • Formal training/accreditation from a Project Management Organization, such as PMI or AXELOS, is considered an asset for this role.

Job Description: *Posting for an 18‑Month Fixed Term Contract Role*

Purpose of Position

As a member of the Market Conduct Business Solutions (MCBS) team, you will be accountable for supporting financial planning, tracking project expenditures, monitoring variances, and maintaining alignment with FSRA’s financial governance frameworks and leading and coordinating the research, planning, development and implementation of multiple, concurrent corporate and business process review projects and initiatives to transform and enhance business processes within FSRA.

Key Responsibilities
  • Leading financial monitoring activities for major transformation initiatives, including tracking project expenditures, comparing actuals to planned budgets, and highlighting variances with clear justifications and recommended corrective actions.
  • Developing and maintain project financial plans, including baseline budgets, quarterly forecasts, and multi‑year funding requirements, ensuring alignment with FSRA’s approved financial controls, funding envelopes, and governance frameworks.
  • Ensuring adherence to FSRA financial governance by validating project‑related financial artefacts including vendor invoices, purchase orders, contracts, and change requests, and maintaining accurate financial logs, audit trails, and documentation to support internal/external audit and reporting needs.
  • Leading consultation processes with FSRA management to identify and assess key business system/process issues and priorities and to facilitate and guide the planning and development of business process review projects.
  • Leading the development of business cases and manage the development of operational frameworks and related policies.
  • Providing leadership to project team members and consultants to conduct business reviews and to develop business strategies, processes, tools and systems.
  • Leading research processes for the identification, analysis and recommendation of options for business improvements, preferred business models, and related business processes and systems.
  • Providing expertise and consultative advice to FSRA executives related to specialized business management activities and systems, including business.
Qualifications
  • Specialized Knowledge and Experience Demonstrated experience managing and tracking project financials for large‑scale transformation initiatives exceeding $10M, including budgeting, forecasting, variance analysis, vendor invoicing and financial reporting.
  • Proven knowledge of theory and practical application of a wide range of business methods, including performance measurement, risk management, benchmarking and re‑engineering to lead corporate and department business process reviews and business process improvement projects.
  • Demonstrated knowledge of, and expertise in project management including techniques, tools, software and project life cycle methodologies to lead, coordinate, participate in and support medium/large business process reviews and business process improvement projects.
  • Formal training/accreditation from a Project Management Organization, such as PMI or AXELOS, is considered an asset for this role.
Knowledge & Skills
  • Strong financial acumen with the ability to interpret and analyze project financials to support effective decision‑making on large transformation initiatives.
  • Demonstrated knowledge of information technology to ensure that appropriate systems are developed and integrated in support of new business practices.
  • Demonstrated knowledge of statistical analysis and research methodologies and techniques to lead research projects and to develop various models, tools and prototypes.
  • Proven consultation, communication and advisory skills to elicit cooperation and to share data and information on project management processes, and administrative project management methods and to address and resolve issues.
  • Proven oral and written communication skills to prepare and present reports, including business cases, submissions, reporting and planning documents.
  • Analytical skills to evaluate and define project management requirements, identify options, determine priorities and evaluate key issues or risk and recommendations.

Compensation
