Overview

Striving towards making Toronto one of the most sustainable cities in the world, the Environment Climate & Forestry Division (ECF) facilitates the development of environmental, climate, and energy policies and programs. ECF manages initiatives and programs that seek to reduce the environmental footprint of both the entire Toronto community, as well as our own corporate operations guided by theTransformTO Climate action Strategy.

Responsibilities
  • Develops and implements detailed plans and recommends policies regarding program specific requirements.
  • Manages, motivates and trains assigned staff, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
  • Develops, recommends and administers the annual budget for the relevant programs/projects, and ensures that the expenditures are controlled and maintained within approved budget limitations.
  • Conducts research into assigned areas ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Manages the implementation of major initiatives which require sensitivity to specific community needs reflecting the City\'s agenda.
  • Plans, organizes, manages, evaluates and controls all project phases, strategies and activities in order to manage quality, cost and time lines, achieving a high level of customer satisfaction.
  • Manages client liaison and internal communications to maintain awareness of project matters of interest and concern to staff.
  • Works with Corporate Communications on communications of interest and concern to interest groups, the local community and the general public, in order to maintain the highest level of customer satisfaction.
  • Develops and plans project and program delivery options to streamline and optimize outcomes.
  • Provides technical expertise, project management skills, controlling time, scope, budget and operational impacts of projects within the team.
  • Builds, maintains and ensures positive working relations, including all correspondence with stakeholders, consultants, and government authorities associated with assigned projects and programs.
  • Serves as a divisional representative on joint interdivisional working groups.
  • Represents the Division on various committees including staff and stakeholders; attends project and program related community consultation meetings as required.
  • Develops comprehensive RFP and RFQ documents for procurement of services to support delivery of complex projects and programs.
  • Provides timely input through the design development stage to ensure that project and program objectives are achieved.
  • Meets regularly with consultant, contractors and Divisional staff to ensure compliance with project scope, time and cost.
  • Reviews, tracks and evaluates progress and performance as it relates to the delivery of assigned project/program to ensure adherence to schedule, funding and scope.
  • Acts as liaison and maintains a close and effective working relationship between relevant stakeholders.
  • Manages change and risk in relation to projects.
  • Establishes and maintains a portfolio of information to support management information systems (i.e. implementation and cost/budget).
  • Provides project and program status reports for senior management to address any implementation issues.
  • Makes presentations on the development or progress of assigned projects to City staff or related participants of the program.
  • Interface with the City’s Strategic Public and Employee Communications group to ensure action on projects and programs are being properly communicated to the public.
Key Qualifications
  • Post-secondary education in Environmental Studies, Engineering, or equivalent combination of education and experience.
  • Extensive experience developing or managing energy and climate change projects, programs and/or policy at the City, Provincial and Federal levels, along with legislation relevant to the role.
  • Considerable experience managing or providing leadership to staff including coaching, evaluating performance, mentoring, engaging and motivating staff.
  • Experience with stakeholder management establishing effective relationships with staff in other Divisions, business communities, local community groups, residents, elected officials and various levels of government.
  • Experience preparing reports, business cases, studies, conducting analysis and making recommendations.
