The Management Infrastructure Unit provides project management, construction site management, stakeholder management, technical support, and coordination with internal City divisions and external agencies. The program involves storm water management, specifically rehabilitation of streams and other storm water infrastructure such as outfalls, ponds, and green infrastructure. Projects are generated based on Environmental Assessment studies, state of good repair priorities, and Council initiatives to mitigate flooding, water quality issues, and erosion impacts.
The Senior Project Manager works as part of an integrated delivery team overseeing, reviewing, supporting, and carrying out study, design, and construction activities, acting as a liaison with City divisions, external stakeholders, and the public as needed.
- Develops, reviews, and implements detailed work plans, recommends policies, and enforces criteria regarding program specific requirements.
- Leads or participates in technical working groups and stakeholder engagement, including City divisions, agencies, community groups, industry, academia, and government levels, to ensure involvement and feedback at all stages of green infrastructure projects.
- Manages studies, design activities, permits, and compliance, ensuring teamwork and high-quality work.
- Manages construction activities including site administration, inspection, change and risk management.
- Conducts investigations and engineering research, considering developments, policies, legislation, and initiatives.
- Maintains knowledge of current practices in stream rehabilitation and stormwater management, including Low Impact Development, peer city practices, and regulatory changes.
- Assesses current practices and collaborates with City divisions to improve procedures and protocols.
- Ensures project expenditures stay within budget and participates in budget preparation.
- Handles complex cost-sharing arrangements and leads multidisciplinary project teams through various project phases, supervising engineers and technical staff.
- Provides technical advice and expertise to support the department.
- Modifies guides, devises new approaches, and applies existing criteria innovatively.
- Identifies and evaluates contract issues, ensuring compliance and safety, and liaising with legal and regulatory bodies.
- Represents the division at meetings with the public, stakeholders, councillors, and external service providers, addressing issues and complaints.
- Prepares reports, presentations, RFPs, tender evaluations, and contract awards.
- Reviews and approves payments, manages quality control, and secures permits and approvals.
- Maintains relationships with various stakeholders and recommends facility and equipment improvements.
- Analyzes and recommends continuous improvements in service quality, efficiency, and effectiveness.
- Reviews new technologies for potential application.
- Maintains operational records and reports.
- Performs audits, site inspections, and technical investigations.
Key Qualifications
- Post-secondary degree in civil, environmental, water resources, or fluvial geomorphology, or equivalent experience.
- Extensive project management experience, including planning, design, and construction of stream rehabilitation projects.
- Experience with hydrologic and hydraulic models.
- Construction management experience related to flooding and erosion mitigation, including scope change management, risk mitigation, and contracts.
- Valid Ontario Class "G" Driver's License and access to a vehicle.
- Knowledge of relevant legislation (Occupational Health and Safety Act, Environmental Acts, etc.).
- Ability to interpret engineering plans, drawings, reports, and specifications.
- Strong organizational, communication, and interpersonal skills, with ability to collaborate effectively.
