NSB Omega is searching for a Senior Project Manager (Senior or Specialist) our our MAJOR Utilities Client in St. John's, NL.


This position is expected to exercise a high level of personal initiative and judgment in the strategic planning, organizing and directing for specific Major Electric Utility Projects. The incumbent is self-directing in achieving objectives and provides high-level technical and commercial instruction and advice to senior management on specific technical issues. The incumbent provides direction, supervision, business guidance, technical advice, deliverable requirements, mentoring and performance feedback to multiple project team members including, other project manager, professional engineers and other corporate staff as required.The incumbent is responsible for the management of numerous teams from multiple groups as well as consultant staff.


Working with Owner’s team the Project Manager is responsible for the overall delivery of the assigned project which can consists of multiple projects with a varying scope of complexity and budget. This position is accountable for the assigned project’s scope, cost management and schedule management. Responsibilities may span from planning through the detailed engineering phase to completions, including contract or construction management oversight.This role will rely on a large operational and corporate interface management to complete the required scope.


The incumbent will have a level of authority required for day-to-day decision-making. In fulfilling this mandate, the incumbent is expected to liaise extensively with the department, other program/project managers, the execution teams and functional Owner managers to ensure their full awareness of the project’s requirements.


The duties and job functions of the Senior Project Manager shall include, but are not limited to, the following:



  • Establisheffectiveprojectorganizationthroughtheidentificationofrequiredproject resources thatisabletoeffectivelysupportthedeliveryofthedepartment’s initiatives.

  • Project management of assigned Major Projects scope, which may include individual project packages in excess of $100 million through to overarching responsibility of mega projects approaching or exceeding $1 billion in total value.

  • Assignedprojectscouldrangefrommediumtohighincomplexityandcouldconsistof multiple projectsborderingontheprogramlevelof assignment.

  • Asaseniorresource,thispositionwillaidindirectionandrecommendationstotheoverallMajor Projects leadership team on project management, contractual and governance approaches.

  • Mentoring and developing of internal employees in an effort to develop project managementknowledge within the company.

  • Be available and participate in any required third party reviews, regulatory, reviews, technicalsessions or hearings for Major Projects.

  • Proactivesupportofasafetyculturewhere"NobodyGets Hurt."

  • Overalldelivery responsibility and project management of assigned scope as required to include the management of other project managements within the team.

  • Identifycostandscheduledriversandimplementassociatedoptimization opportunities.

  • WorkwithProjectControlstoensureeffectivecostandschedulecontrol,includingscheduleand cost trend reviews. Monitor project deliverables and milestones and ensure compliance with baseline schedules.

  • Identify changes and subsequent management of approved changes, in accordance with project protocols.

  • Organize and lead meetings related to delivery of project scope, working to resolve issues that could impact overall delivery.

  • Beadaptabletotacklingmultipleprojectsofvaryingsubject matter.

  • Identifydeliveryrisksanddevelop/implementassociatedriskmanagement plans.

  • Provideinputintoanddevelopprogressreportsas required.

  • Ensuringopportunitiesforimprovementwithrespecttosafetyand environment.

  • Ensure adequateresourcesare assigned toensure deliverablesare produced in accordance with required schedule.

  • Oversee Supplier’s/Contractor preparation of documentation; in addition, perform review and coordinate comments.

  • Ensure internal and external interfaces are clearly identified and scheduled with responsibility allocated.

  • Interfacewithcorporatedepartments(engineering,environment,safety,regulatorycompliance, lands, etc.) to ensure all requirements are understood and met.

  • Leadmemberincontractformationandnegotiation.Workwithcontractadministrators/buyerto ensure key procurement activities and recommendations are undertaken.

  • Assist and lead, where applicable, in the approval of contracting strategies, final contracts forexecution and required financial authorizations.

  • Followingcontractaward,workwithteamtoensureobligationsofbothCompanyandContractor are adhered to for the project.

  • Work with supplier/contractors and engineering to ensure proper quality assurance and control is in place within scope.

  • WorkwithProjectEngineer(s) andEngineeringresourcestoensure properoversight oftechnical specifications, quality assurance/control and turnover to operations.

  • SupportSiteEngineer/ConstructionEngineerstodeterminetheneedfordesignandconstruction specialist and inspectors as required.

  • Ensure work incorporates the Corporation’s Safety and Health Program, Environmental Management Program, and Project Management Systems.

  • Provides appropriate guidance, mentoring, coaching and performance feedback to a diverse, multidisciplineteamwithvaryingdegreesofexperiencetoensurestaffperformanceisoptimized and performance issues are dealt with in an effective manner.


Relevant work experience and requirements:


  • Extensivebackground(15-20years)onlargeengineeringandconstructionprojectswithafocus on Electric Utility infrastructure with a preference on large scale transmission system construction.

  • Extensive background on managing and overseeing Major Projects within an Owner’s team atmosphere.

  • A focus on continual improvement is a priority of the role. The incumbent should have a solid grasp of advanced project management principles, along with having experience in successfully applying and advancing those principles.

  • Demonstratedleadershipskillsindevelopingandleadingdiversework teams.

  • Commerciallyastuteindividualwithastrongbackgroundincost/scheduleanalysis.Claims management experience is considered an asset.

  • Experiencewithlargenationalandinternationalconstructioncontractorsisconsideredan asset.

  • Experience with multiple forms of contracting including EPC, and compensation terms including unit rate, lump sum and reimbursable.

  • Experiencewithworkingwithaprojectcontrols team.

  • SolidunderstandingofProjectManagementnormsand structures.

  • Adaptabilitytoperformindifferentwork environments.

  • Strongcost/scheduleanalytical skills.
