Job Description:

Parsons is looking for an amazingly talented Senior Project Engineer - Infrastructure to join our team! In this role you will get to deliver smart, secure, and future-ready utility infrastructure for an Aviation Program. The successful candidate will collaborate across disciplines, ensure compliance with the Kingdom’s digital and sustainability goals, and report directly to the Head of Dry Utilities at KSIADC. This is a unique opportunity to shape the backbone of one of the most transformative infrastructure projects in the region.

What You'll Be Doing:

1. Lead the technical delivery of telecom and ICT utility systems including:
   • Fiber Optic Networks
   • Cellular Networks (5G/4G)
   • Fixed Voice & Internet
   • IPTV & Broadcast Systems
2. Ensure corridor layouts, duct banks, and manhole systems are coordinated with civil and electrical teams.
3. Oversee design and implementation of Smart Mobility, Smart Tourism, EV Chargers, and IoT-based sensor networks.
4. Ensure systems are future-ready and aligned with KSIA’s Smart Airport vision.
5. Coordinate delivery of physical and cyber security systems including:
   • CCTV Surveillance Networks
   • Access Control Systems
   • Cybersecurity Interfaces
6. Ensure integration with centralized control platforms and compliance with airport security regulations.
7. Develop, track, and manage project schedules for ICT workstreams within the Dry Utilities corridor.
8. Coordinate with consultants, contractors, and internal teams for design approvals, materials procurement, and phased construction.
9. Represent the ICT infrastructure discipline in all project coordination meetings.
10. Liaise with national telecom authorities, service providers, and airport systems consultants to ensure regulatory and technical alignment.
11. Prepare and review procurement packages for ICT infrastructure equipment and subcontractors.
12. Evaluate vendor proposals and ensure all systems comply with technical specifications and KSIA standards.
13. Monitor construction quality, testing & commissioning of ICT systems.
14. Ensure all installations meet design specifications and are handed over with complete documentation.
15. Lead and mentor junior engineers and field teams in ICT scope delivery.
16. Support project-wide collaboration across civil, electrical, and smart infrastructure groups.

What Required Skills You'll Bring:

1. Education: Bachelor’s degree in Telecommunications, Electrical, or ICT Engineering. Master’s degree preferred.
2. Experience: Minimum 15 years in infrastructure projects, with at least 5 years in airport or urban utility ICT corridor delivery.
3. Deep knowledge of ICT engineering standards (TIA, ITU, BICSI, etc.)
4. Strong understanding of smart systems, telecom regulatory frameworks, and network security.
5. Demonstrated experience with airport ICT or mega-infrastructure programs.
6. PMP or equivalent project management certification.
7. Professional engineering license (PE or equivalent).
8. Proficiency in tools like Primavera, AutoCAD, Revit, BIM360, and GIS.
9. Familiarity with BIM and Digital Twin integration for ICT systems.
10. Knowledge of smart city frameworks, sustainability, and low-carbon infrastructure.
