Job description

Your Opportunity

Our Water group is currently seeking a Senior Project Controls Specialist – Planning & Scheduling (Senior Planner) to join the team on a permanent full-time basis. In this role, you will lead the development, maintenance, analysis, and reporting of integrated, cost- and resource-loaded schedules in Primavera P6. You will play a key role in supporting program controls, progress and performance management, contractor oversight, interface coordination, and executive decision‐making across the program.

You will be responsible for managing and supporting the program team in producing and reporting cost‑loaded work schedules to coordinate interfaces across multiple contractors and third parties. As the owner of the Program Master Schedule, you will help ensure projects are delivered safely, on time, and within budget. The role also involves proactive schedule analysis, contractor performance evaluation, forecasting, and identification of risks impacting schedule and productivity. Additionally, you will review and enhance planning processes, including look‑ahead scheduling, to drive more advanced and proactive solutions.

Your Key Responsibilities
  • Develop and maintain the Program Master Schedule in Primavera P6 in coordination with the program team.
  • Lead the development, maintenance, and governance of integrated baseline schedules aligned with program controls requirements, ensuring integration of scope, cost, progress measurement, and reporting structures.
  • Collaborate with project and construction managers, engineering, procurement, contractors, and operations to maintain schedule integrity.
  • Provide technical support and oversight to contractors, including validation of methodologies, resource and cost loading, activity durations, logic, float, and critical path.
  • Identify schedule deficiencies such as logic gaps, unrealistic sequencing, excessive durations, and risks impacting reporting and forecast reliability.
  • Analyze contractor schedules to ensure alignment with milestones, predict completion dates, and accurately reflect project progress.
  • Prepare detailed reports, including executive summaries, schedule narratives, and recommendations to support decision‑making.
  • Correlate schedule, cost, and risk insights to inform critical path and planning decisions.
  • Recommend corrective actions to address delays and performance issues.
  • Conduct critical path analysis, float analysis, and regularly report on schedule risks and critical activities.
  • Develop recovery strategies, contingency plans, and schedule compression techniques where required.
  • Support progress and performance management through analysis of planned vs. actual progress, productivity, KPIs, and forecasting accuracy.
  • Produce consolidated reporting outputs such as bar charts, S‑curves, and manpower histograms.
  • Support development of cost expenditure and cash flow forecasts.
  • Perform schedule risk and uncertainty analysis, including identification of key drivers and confidence assessments.
  • Review and analyze contractor claims, schedule delays, and time extension requests, including forensic schedule evaluation and entitlement analysis.
Your Capabilities and Credentials
  • Strong expertise in construction project planning across large, complex, multi-disciplinary infrastructure programs.
  • Demonstrated experience in integrated project controls, including scheduling, progress measurement, performance analysis, forecasting, and contractor schedule review.
  • Advanced proficiency in Primavera P6.
  • Strong knowledge of earned value, performance measurement, schedule delay analysis, and contractor claims evaluation.
  • Ability to perform detailed schedule analysis, including critical path, float, and risk assessments.
  • Strong problem‑solving skills with the ability to identify risks and implement proactive solutions.
  • Excellent communication skills, including the ability to present clear and defensible schedule narratives and recommendations.
  • Detail‑oriented with strong time management and organizational skills.
  • Strong interpersonal skills with the ability to build effective relationships with clients, program teams, contractors, and stakeholders at all levels.
  • Proactive mindset with a solid understanding of advanced planning techniques.
Education and Experience
  • Post‑secondary education or a university degree in engineering (preferred).
  • Minimum of 10 years of experience in a similar planning and scheduling role.
  • Experience working on large‑scale infrastructure programs; water treatment program experience is considered an asset.
