The Government of Manitoba is currently seeking highly skilled individuals to fill several Senior Policy and Program Analyst (PM3) positions within the various Provincial Government Departments.

Senior Policy and Program Analysts play key roles in the planning, coordination and implementation of strategic policies and initiatives undertaken by various Provincial Government Departments to identify solutions and influence government actions by providing recommendations on social, health, economic, and political issues relevant to provincially assigned systems, programs and policies.

The Manitoba Government has a comprehensive benefit package which includes extended health care, health spending account, dental care, vision care, long term disability insurance, group life insurance, maternity/paternity leave, family related leave, and a defined pension plan (some pension plans allow for portability between the Civil Service Superannuation Board and employers).

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must be able to provide and maintain a satisfactory Criminal Record Check (required for some positions). Enhanced Security Screening may also be required.
  • Must be able to provide and maintain a satisfactory Child Abuse and Adult Abuse Registry Check (required for some positions)
  • Must possess and maintain a full class 5 Manitoba Driver's license (required for some positions)
  • Ability to work overtime, including evenings and weekends as required
  • Ability to travel throughout the Province of Manitoba with possible overnight stays as required (required for some positions)

Qualifications:

Essential:

  • Post-secondary degree in a related discipline such as: Public or Business Administration, Social Sciences, Education, Law, Economics, Environmental Studies, etc. An equivalent combination of education, training and extensive work experience may also be considered.
  • Significant experience in researching, developing and evaluating policy and/or programs within a work setting.
  • Experience interpreting and applying policy, regulations and/or legislation such as: The Canada Health Act, The Public Schools Act, The Child and Family Services Act, The Manitoba Assistance Act, The Environment Act, etc.
  • Excellent written communication skills including experience writing decision making documents for senior management.
  • Effective verbal communication skills with the ability to present information to a variety of audiences.
  • Strong political acumen and the ability to manage confidential, controversial or politically sensitive information in an appropriate manner.
  • Strong organizational and time management skills.
  • Project management experience, or thorough knowledge of project management principles, with the ability to lead formal projects or programs from inception to completion.
  • Experience with data analysis and the ability to synthesis information from a variety of sources.
  • Strong interpersonal skills with the ability to develop and maintain strong working relationships.

Desired:

  • Strong understanding of the principles of reconciliation and the ability to build relationships with Indigenous peoples, communities and organizations.
  • Ability to read, write, and verbally communicate in French.

Duties:

The Policy and Program Analysts will be responsible for researching, analyzing, reviewing and making recommendations related to policies, programs, legislations, regulations and statutes. These positions must remain current on legislative, policy and program developments within the various branches, to ensure that policy and program design is based on sound and current information. The incumbents will be responsible for providing high-level advice and guidance on various issues (including financial and legal implications) and will prepare various materials such as advisory notes, speaking notes, correspondence, Treasury Board and Cabinet Submissions, and other reports and briefing materials. The incumbents will also represent the unit on various groups or committees and will coordinate and lead complex projects in collaboration with diverse stakeholders.
