Job description

The Government of Manitoba is currently seeking highly skilled individuals to fill several Senior Policy and Program Analyst (PM3) positions within the various Provincial Government Departments.

Senior Policy and Program Analysts play key roles in the planning, coordination and implementation of strategic policies and initiatives undertaken by various Provincial Government Departments to identify solutions and influence government actions by providing recommendations on social, health, economic, and political issues relevant to provincially assigned systems, programs and policies.

Conditions of Employment :

  • Must be legally entitled to work in Canada
  • Must be able to provide and maintain a satisfactory Criminal Record Check (some positions). Enhanced Security Screening may also be required.
  • Must be able to provide and maintain a satisfactory Child Abuse and Adult Abuse Registry Check (some positions)
  • Must possess and maintain a full class 5 Manitoba Driver's license (some positions)
  • Ability to work overtime, including evenings and weekends as required.
  • Ability to travel throughout the Province of Manitoba with possible overnight stays as required (some positions)

Qualifications : Essential :

  • Post-secondary degree, preferably at a masters level, in social sciences, public administration, law, economics, environmental studies, education or a related discipline. An equivalent combination of education, training and extensive experience may also be considered.
  • Experience in researching, developing and evaluating policy and / or programs, ideally within a public sector setting.
  • Experience interpreting and / or applying legislation, regulations and / or policy within a work setting.
  • Excellent written communication skills including experience writing a variety of documents and reports for various audiences.
  • Excellent verbal communication skills to present and explain complex and technical information.
  • Strong political acumen and the ability to manage confidential, controversial or politically sensitive material and situations in an appropriate manner.
  • Strong organizational and time management skills, with the ability to work under pressure, and manage multiple priorities in tight timeframes.
  • Experience working in a formal project management structure.
  • Strong analytical and problem solving skills including the ability to synthesis information from a variety of sources.
  • Strong interpersonal skills to work collaboratively with colleagues and stakeholders.

Desired :

  • Strong understanding of the principles of reconciliation and the ability to build relationships with Indigenous peoples, communities and organizations.
  • Experience with stakeholder engagement and consultations.
  • Ability to read, write, and verbally communicate in French.

Duties : The Policy and Program Analysts will be responsible for researching, analyzing, reviewing and making recommendations related to policies, programs, legislations, regulations and statutes. These positions must remain current on legislative, policy and program developments within the various branches, to ensure that policy and program design is based on sound and current information. The incumbents will be responsible for providing high-level advice and guidance on various issues (including financial and legal implications) and will prepare various materials such as advisory notes, speaking notes, correspondence, Treasury Board and Cabinet Submissions, and other reports and briefing materials. The incumbents will also represent the unit on various groups or committees and will coordinate and lead complex projects in collaboration with diverse stakeholders.
