Job summary

ONxpress Civils is seeking a seasoned procurement lead to drive civil and construction subcontract sourcing for the GO Expansion program. You will manage complex procurement, negotiate terms, and coordinate across engineering, commercial, legal, and finance teams to ensure timely, compliant project delivery.

The role is on-site at Woodbine Station, with compensation in a competitive CAD range and a comprehensive benefits package, including RRSP matching and an incentive program.

Qualifications

  • 8+ years of experience in large infrastructure, transportation, civil, industrial, or construction projects.
  • Experience procuring and negotiating construction subcontracts, including supply and installation, testing and commissioning.
  • Strong understanding of subcontract execution, risk allocation, change management, turnover, warranties, and handover.
  • Experience with multidisciplinary construction scopes (civil, structural, utilities, rail, mechanical, electrical).
  • Experience negotiating Master Services Agreements and large-scale subcontracts.
  • Education in supply chain, business, engineering, construction management, or related field.
  • Strong technical knowledge of construction and infrastructure project delivery.
  • Advanced procurement principles, ethical sourcing, and contract management.
  • Knowledge of contract law and tendering processes (RFQs, RFPs, tenders).
  • Ability to manage multiple procurement activities in a fast-paced environment.
  • Strong analytical, organizational, and problem-solving skills.
  • Ability to build relationships with internal/external stakeholders.

Responsibilities

  • Lead and execute procurement activities aligned with strategies, budgets, schedules, and policies.
  • Interpret and ensure compliance with project procurement, commercial, and safety policies.
  • Develop sourcing strategies for high-value packages using total cost of ownership.
  • Prepare bid documents including RFQs, RFPs, tender packages, scopes, evaluations, and awards.
  • Lead procurement and award of complex subcontract packages for construction works.
  • Lead commercial negotiations with subcontractors to achieve guidelines-based outcomes.
  • Draft and review purchase orders, subcontracts, and amendments.
  • Provide reporting and recommendations on procurement performance and market conditions.
  • Manage subcontractor and stakeholder relationships; primary escalation point.
  • Maintain data integrity in procurement and enterprise systems.
  • Provide guidance and mentorship to junior procurement team members.
  • Collaborate with engineering, construction, commercial, legal, and finance teams.

Job description

Metrolinx’s GO Expansion program is delivering more GO service across the network, including the capacity to deliver two-way service every 15 minutes or better on core routes. Work is already underway on new track, station renovations and infrastructure upgrades on parts of the Lakeshore, Stouffville, Kitchener and Barrie lines. The investment will generate thousands of new jobs and economic opportunities across the region. The ONxpress Civil Joint Venture is comprised of Aecon Infrastructure Management Inc. and FCC Canada Ltd. This multidisciplinary team leads the delivery of civil and track works, leveraging global expertise to introduce innovative solutions across the GO Transit network.

What You Will Do
  • Lead and execute procurement activities in alignment with approved project procurement strategies, budgets, schedules, and corporate policies.
  • Interpret, apply, and ensure compliance with all project procurement, commercial, and safety policies.
  • Develop sourcing strategies for complex, high-value, and high-risk packages, incorporating total cost of ownership principles.
  • Prepare and oversee the development of bid documents, including RFQs, RFPs, tender packages, scopes of work, bid evaluations, and award recommendations.
  • Lead the procurement and award of complex subcontract packages for construction works, including supply and installation, testing and commissioning, temporary works, specialty contracting services, and project closeout/handover activities.
  • Lead commercial and contractual negotiations with subcontractors to achieve commercial outcomes as per the guidelines provided.
  • Draft and review contractual documents, including purchase orders, subcontracts, and amendments.
  • Provide detailed reporting, analysis, and recommendations on procurement performance, risks, variances, and market conditions.
  • Manage subcontractor and stakeholder relationships, acting as the primary escalation point for procurement and commercial matters.
  • Maintain a high level of data integrity within procurement and enterprise systems.
  • Provide guidance, mentorship, and day-to-day support to junior procurement team members as required.
  • Collaborate closely with engineering, construction, commercial, legal, and finance teams to ensure alignment and successful project outcomes.
What You Will Bring
  • 8+ years of progressive experience supporting large infrastructure, transportation, civil, industrial, or construction projects, with significant experience sourcing, negotiating, and administering construction subcontracts for work packages.
  • Demonstrated experience procuring and negotiating supply, install, testing and commissioning subcontracts, construction services and equipment rental agreements.
  • Strong understanding of subcontract execution requirements, including scope development, risk allocation, change management, commissioning, turnover documentation, warranties, deficiencies management, and project handover.
  • Experience procuring multidisciplinary construction scopes involving civil, structural, utilities, rail, systems, mechanical, electrical, or related infrastructure works.
  • Prior experience in negotiating and finalizing Master Services Agreements, Blanket Agreements and Large-Scale Subcontract Agreements.
  • Post-secondary education in supply chain management, business, engineering, construction management, or related field (or equivalent experience).
  • Strong technical knowledge of construction and infrastructure project scopes, methodologies, and delivery processes.
  • Advanced understanding of procurement principles, ethical sourcing practices, and contract management.
  • Solid knowledge of contract law, commercial negotiations, and public/private sector tendering processes (RFQs, RFPs, tenders).
  • Proven ability to manage complex, concurrent procurement activities in a fast-paced, deadline-driven environment.
  • Strong analytical, organizational, and problem-solving skills with exceptional attention to detail.
  • Demonstrated ability to build and maintain effective relationships with internal stakeholders and external suppliers.
  • A collaborative, service-oriented mindset with the confidence to influence and lead without direct authority.

Expected compensation for this role is between $105,000-$110,000 annually. Base salaries are determined according to multiple factors including skills, experience and potential impact on the role. Internal and external competitiveness are also taken into consideration. In addition to base salary ONxpress also offers a comprehensive medical and dental program, RRSP with company matching and the potential to participate in our discretionary, performance based bonus program.

This role is a newly created position and is based on-site at Woodbine Station.
