Job DetailsAdminister all aspects of the public tender process for the procurement of capital and operational goods, services, with a specific focus on major capital building construction projects.
This position is responsible for all tendering and contract negotiation and award administration required by our Facilities Services team, along with the contract management of engineering/architectural consultants from bid specification development to post-contract award.
Key Responsibilities:- Ensure that all procurement is managed in compliance with Durham District School Board policies and procedures along with the Broader Public Sector Guidelines, and any other local, municipal, provincial, and federal laws, regulations, ordinances, CETA/CFTA trade agreements and directives.
- Coordinate and administer pre- and post-contract award activities for all projects and manage Pre-Qualification lists for construction bidding requirements.
- Prepare responses and represent the Board as the key point of contact for contractors and consultants regarding contractual and commercial matters as applicable.
- Administer and process all tender requests including contract change orders and term extensions.
- Prepare cost analysis spread sheets for purchase decisions and facilitate evaluation meetings with staff.
- Manage the electronic bidding process including the recommendation of revisions as appropriate on scope of work and submission requirements for use in tender evaluations as the tender subject matter expert.
- Lead and coordinate the Supplier Debriefing process with unsuccessful bidders as necessary.
- Other duties assigned by the Manager of Purchasing & Distribution.
Qualifications and S kills :- Construction process knowledge, related to terminology including the use of the Canadian Construction Documents Committee (CCDC) contracts and guides is required. Courses related to the Law of Tendering would also be considered an asset.
- Extensive knowledge of practices, legislation, and trade agreements related to Construction Procurement as well as Insurance, Bonding and Occupational Health & Safety requirements.
- Demonstrated Microsoft Office computer skills, Oracle experience and the use of an electronic bidding platform such as Bids & Tenders would be an asset.
Education- Completion of a University Degree or College Diploma in Business, Supply Chain & Operations, Commerce; or an equivalent combination of education and experience.
- Must be in the process of completing a Professional designation from a recognized professional association such as the National Institute of Supply Chain Management (NISCL), Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO).
Experience- A minimum of five (5) years of extensive purchasing experience in a public sector/school board environment.
- Strong experience with the Construction Act. Excellent project management skills for working on major capital projects, strong interpersonal, management, group presentation and negotiating skills.
