Responsibilities
Performs a variety of duties involving major expenditures, high value, long term or unique goods and services, in an efficient and economical manner, as part of the Strategic Sourcing department.
Implements and administers large multiphase supply and service agreements.
Evaluates existing suppliers and qualifies potential suppliers. Locates, analyses and selects sources of supply and products.
Advises SCBCTA management on supplier and product selection, purchasing policies and procedures.
Ensures the application of the correct duties, freight and brokerage fees on imported and exported goods.
Directs the Procurement Officers, Contracts Coordinators and Purchasing Assistants in the processing of requisitions and standing order renewals; assigns, checks and maintains flow of work and provides technical direction and guidance to department staff engaged in performing similar and related work.
Participates in the development of purchasing systems and, on a day-to-day basis, ensures their maintenance and control.
Follows up and resolves purchasing problems.
Disposes of obsolete goods and scrap material. Liaises with peers in other government corporations and agencies.
Education
Qualifications
Requires completion of Grade 12 supplemented by completion of 2 years post-secondary education in Business Administration, including standard Office tools (word processing and spreadsheet software) and courses in Accounting, Procurement, Supply Chain, Logistics, Finance, Communication, Economics, Marketing and Organizational Behaviour, or equivalent coursework
Experience
Requires four (4) years prior experience in progressively responsible buying positions, preferably in a public sector environment, covering all phases of the buying process, including drafting tender (and solicitation) and contract documents and applying professional ethical standards. Up to six (6) months experience in the position to understand, apply, and advise on SCBCTA purchasing policies and procedures, become familiar with the public transit industry, sources of goods and services, including vendor performance, and the needs of capital projects.
Other Information
This role will be focused on civil and construction related projects and a strong knowledge of this industry is key for success in this role.
Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.
Work Schedule
37.5 hours per week.
This is a full-time temporary position with an approximate end date of October 28, 2026.
Work Designation
Hybrid
This position offers the flexibility of working both on-site and remotely within B.C.
Rate of Pay
Salary $8,236.33 - $9,896.62 per month (Actual salary offered will be commensurate with education, experience and internal parity).
The Total Compensation Package includes Extended Health, Transit Pass and enrollment in the Public Service Pension Plan upon eligibility.
