PRESTO is an electronic transit fare payment system in the Greater Toronto, Hamilton and Ottawa areas that eliminates the need for tickets, passes and cash. PRESTO serves more than 5 million customers across 11 transit agencies and processes over $2.5 billion in fares through 67 million boardings per month (pre-pandemic). Today, PRESTO offers one of the most globally advanced fare payment systems in the world having delivered new ways to pay for customers, including real time PRESTO Contactless with credit and Interac debit and PRESTO in Mobile Wallet across its transit agency clients, including the Toronto Transit Commission (TTC). Enhancing the customer experience through continuous improvement while working with our transit agency clients to support their needs, and maintaining a system that performs exceptionally, continue to drive PRESTO toward making transit better for all.
Our Corporate, I&IT and Payments Procurement Portfolio is currently looking for a Senior Portfolio Manager, Payments/PRESTO to join their team. The Senior Portfolio Manager will be required to oversee a team of portfolio-aligned procurement officers and administrative staff who will provide strategic sourcing expertise and procurement leadership for high, medium and low complexity projects. This person will lead and support staff in their work managing sourcing events, negotiating, finalizing and amending contracts.The Senior Portfolio Manager will operate at a strategic level, while their team will carry out the work of sourcing. The primary focus (60-70%) will be to support the Payments/PRESTO client team, with support to potentially other I&IT and Corporate clients (30-40%) to address developing business needs at Metrolinx (for example Operational Technologies).
What will I be doing?
Strategic Sourcing & Procurement Management:
- Lead and oversee the strategic sourcing process for procurement projects, ensuring alignment with client objectives and evolving market trends.
- Provide strategic procurement advice to senior leaders on complex transactions.
- Ensure compliance with procurement policies and corporate governance.
- Maintain proactive client engagement to anticipate needs and priorities.
- Develop sourcing strategies, recommend category approaches, and apply a risk-based evaluation process.
- Streamline procurement operations, enhance communication, and drive stakeholder satisfaction.
Procurement Planning & Execution:
- Develop and execute procurement plans with measurable targets influencing large expenditure decisions.
- Analyze market trends, conduct spend analysis, and shape business strategies.
- Lead market outreach strategies tailored to specific segments and ensure compliance with KPIs and SLAs.
- Track and manage procurement project pipelines for efficient resourcing.
Leadership & Innovation:
- Foster a strong leadership culture and a positive working environment.
- Coach contract owners, oversee contract development, and mentor procurement staff.
- Manage teams executing sourcing events, ensure performance objectives, and facilitate knowledge-sharing.
- Drive innovation, risk mitigation, and continuous improvement by harmonizing procurement processes with industry standards.
What Skills and Qualifications Do I Need?
- Completion of a degree in business, commerce, supply chain management, engineering, or a related discipline – or a combination of education, training and experience deemed equivalent.
- Demonstrated experience in procurement and sourcing, including leadership in successful execution of high dollar value projects as well as governance, process, systems, data functions, vendor relationship management.
- Supply Chain Management Professional or Project Management designation would be considered an asset
- Knowledge of project management and related systems requirements and development methodologies, to support the delivery of a portfolio of very large inter-dependent projects with high complexity, risk, and organizational impact; experience with leading and managing project development, project progress, related staff and project resources, monitoring project activities for adherence to timelines, and monitoring project performance results, ensuring alignment with corporate project management methodologies and processes
- Leadership and management skills to manage and motivate a team/unit as well as cross functional teams and set high standards and clear expectations
- Vendor and contract management, negotiation and influencing skills to advise on procurement strategies and negotiate contractual obligations and amendments with vendors
- Effective written, oral, presentation and interpersonal skills to articulate and present advice, options and recommendations to senior management, executives and business clients on fare systems/fare collection programs, projects and technology solutions
- Knowledge of policy development, budget control, risk and change management, and project management principles and methods to lead and manage strategic/business planning programs, projects and continuous improvement initiatives.
