Job summary

Qualifications

  • Experience presenting briefings and recommendations to decision makers on complex problems.
  • Experience planning and coordinating complex projects/assignments.
  • Experience researching, analyzing and applying policy.
  • An equivalent combination of education and experience may be considered.

Job Type: Temporary full-time for 10 months

Additional Info: This temporary opportunity may be extended or made regular.

Additional vacancies are expected later this year, an eligibility list to fill future vacancies may be established.

We are seeking a seasoned and strategic Senior Policy Analyst to join our team in VICTORIA, British Columbia, Canada to play a pivotal role in shaping the future of pension plan governance.

This position is located in our Victoria, BC office. You will have the flexibility to work part of the time on-campus and part of the time off-campus. The requirement for on-campus presence is a minimum of 40% of your schedule in a month.

Additional requirements are determined by the role functions and operational needs of each business area.

Responsibilities
Policy Leadership & Strategic Advice

Delivers high-quality policy analysis and strategic recommendations to pension boards, executive leadership, and corporate stakeholders, enabling informed decisions and proactive responses to emerging issues.

Stakeholder Communication & Engagement

Prepares and presents complex policy changes, research findings, and strategic options to boards, committees, and external partners, ensuring clarity, transparency, and alignment.

Leads the end-to-end process of plan rule amendments and policy development, from research and consultation to drafting, implementation, and post-rollout support, ensuring compliance and operational readiness.

Designs and manages policy and research projects, conducts cross-jurisdictional analysis, and proposes innovative legislative and regulatory solutions that support long-term plan sustainability.

Education & Capacity Building

Develops and delivers training, materials, and guidance to internal and external stakeholders, enhancing understanding of legislative changes and policy impacts.

Prepares confidential reports and briefings on complex or sensitive issues, providing clear analysis and actionable recommendations to support governance and risk management.

Mentors and supports team members, reviews work for quality and consistency, and fosters a collaborative, high-performance culture within the branch.

Strategic Initiatives & Planning

Leads and contributes to cross-functional projects and strategic initiatives, aligning work with corporate priorities and participating in business planning and evaluation processes.

Qualifications
Must have

Master's degree in a related field (pension administration, public administration, business administration, law, economics or social sciences) and two years of related experience; OR Bachelor's degree in a related field (pension administration, public administration, business administration, law, economics or social sciences) and five years of related experience

Related experience must include the following:

  • Concisely and persuasively writing a wide range of documents/content such as briefing notes, issue papers, research papers, memos, and/or executive summaries.
  • Presenting briefings and making recommendations to decision makers on complex problems.
  • Planning and coordinating complex projects/assignments.
  • Researching, analyzing and applying policy.

An equivalent combination of education and experience may be considered.

Nice to have
  • Experience in pension administration.
  • Experience researching, analyzing, applying, and/or developing pension-specific policy.
  • Experience providing legal, policy or governance advice to boards or committees.
  • Experience presenting to executives, boards or other senior officials.
  • Law degree and/or member in good standing of the Law Society of BC or eligible for membership.
Knowledge, Skills and Abilities
  • Excellent policy research and inquiry skills, including the ability to review and critically analyze complex policy issues, and the ability to identify and analyze the ramifications of proposed actions and responses.
  • Ability to analyze emerging issues, legislation and rule changes and apply research methodologies.
  • In depth knowledge of policy development practices applicable to public and private sector organizations operating in a complex legislative environment, including the related decision making process.
  • Excellent oral and written communication skills, including the ability to compose clear and concise briefing materials, and to present such materials at senior levels.
  • Excellent interpersonal skills, including the ability to facilitate constructive discussion.
  • Ability to establish and maintain strong working relationships with board members and staff in the corporation.
  • Ability to coordinate and lead project teams in the implementation of initiatives.
  • Ability to manage multiple projects and priorities in a dynamic environment.
  • Strong organizational skills and the ability to manage changing priorities and tight deadlines.
  • Proven ability to work effectively, independently and cooperatively with internal and external stakeholders.
  • Ability to manage resources to achieve branch/program goals and objectives, including the ability to effectively negotiate with executive and senior staff on policy recommendations and deliverables.
