YOUR NEW ROLE
In alignment with departmental plans, as well as BCNPHA’s strategic plan, the Senior Policy Analyst supports the organization’s mission by leading projects and research activities to assess, develop and recommend policies, programs, and legislative/regulatory changes related to the non-profit housing sector.
WHAT YOU WILL DO
Supports BCNPHA Members and the Non-Profit Housing Sector:
- Works with the Policy & Education Director and Policy Manager to identify policy impacts, potential outcomes and risks, and to develop alternative solutions and strategies to resolve policy issues related to the non-profit housing sector.
- Leads the development of advocacy submissions to various levels of government including annual items like budget proposals and one-off submissions related to various sector relevant topics.
- Monitors and identifies emerging trends in the non-profit housing sector to help inform program development, policy positions and responses, event programming, and related activities.
- Leads engagement initiatives with BCNPHA membership and external partners on a variety of topics.
- Plans for and manage key policy projects, short- and long-term.
- Attends meetings with internal and external partners and represents the Association at various advisory tables and committees as assigned.
Supports and collaborations with BCNPHA Policy Manager and other departments:
- Provides high quality briefing materials, speaking notes, and presentations for the Policy & Education Director, Policy Manager, and CEO.
- Works with the IT department in developing tools required for project infrastructure when required.
- Works with the Communications department in providing messaging on projects/outreach to members and the general public.
- Provides metrics reporting and project updates related to the Operational Plan to Policy & Education Director.
- Leads and actively participates in, and supports, cross-departmental, and cross-organizational programs, initiatives, and projects.
- Actively participates in team, departmental, and organizational meetings including goal setting and planning exercises.
WHAT YOU'LL NEED TO SUCCEED
Education requirements
- Must have a graduate degree in related field (Community Planning, Urban Studies, Sociology, Public Policy, Political Science, etc.).
Experience requirements
- Must have a minimum 5 years of research and policy experience.
- An understanding of the housing system and the community housing sector is a strong asset.
- Experience with project management including leading large scale research projects and managing large data sets.
- Must have experience applying various research methodologies with a specific emphasis on policy analysis, and community-based research methods.
- Must have experience with knowledge translation and dissemination of research findings.
Technical skill requirements
- Must have ability to present information in a variety of formats: research reports, briefing notes, policy white papers, blog posts, presentations, etc.
- Must have some experience working with public datasets (e.g. Statistics Canada). Experience with other housing-specific datasets (Canada Mortgage and Housing Corporation, BC Assessment, etc.) a strong preference.
Soft skill requirements
- Excellent networking and interpersonal skills that facilitate strong relationships.
- Excellent verbal and written communication skills.

- Shows a genuine and strong commitment to the non-profit housing sector.
- Understands the power of knowledge translation for diverse audiences and can work with a diverse team to execute it.
- Understands the political context in BC and can translate research findings into non-partisan policy recommendations.
- Ability to lead and deliver projects.
- Ability to work in a team environment and work independently.

The salary range for this position is $77,976 to $93,570, and it will be determined based on the candidate's skills, experience, and qualifications.

ADDITIONAL INFORMATION
- Flexible work schedules involving the occasional evening/weekend work due to participation in project events.
