Job Title: Senior Policy Analyst

The Midwives Association of British Columbia (MABC) is the professional non-profit association representing midwives in BC. Our mission is to sustain the midwifery profession through advocacy, continuous development, and enhancement of services, positioning midwives as primary care providers.

With over 400 dedicated members, MABC strives to ensure the highest standards of perinatal and sexual health care. We provide access to education and resources that support midwives in delivering exceptional care, expanding access to midwifery services, and promoting the development and sustainability of midwifery services in BC.

We are excited to announce a new position within our newly developed Strategic Initiatives Department: Senior Policy Analyst. This role will help increase the professional and political profile of midwives within the BC health care system and advocate for excellence in reproductive, newborn, and infant health care. Position Overview: Directly report to the Strategic Officer, the Senior Policy Analyst supports the strategic initiatives of the Midwives Association of BC by researching and developing policy recommendations. This role involves analyzing policy impacts, supporting public and government relations, advocating for MABC's interests, and leading initiatives that enhance the professional practice and development of Registered Midwives (RMs). The Senior Policy Analyst prepares policy briefs and reports, manages relationships with government officials, and develops policies that align with MABC's strategic goals for 2025-2030.

Shared Responsibilities:

  • Works collaboratively within and across teams to ensure high-quality programs and services for members.
  • Provides support to colleagues during periods of high workload.
  • Attends and participates in staff and team meetings.
  • Develop an annual work plan with the direct supervisor in the context of the MABC strategic plan.

Main Responsibilities:

  1. Policy Research and Development:
  • Conduct comprehensive research on midwifery and health policy issues.
  • Develop evidence-based policy recommendations and action plans.
  • Analyze policy documents and health data to inform decisions.
  • Utilize advanced policy analysis tools for efficiency.
  • Strategic Planning:
    • Contribute to MABC's strategic plan development and implementation.
    • Align policy initiatives with MABC's mission to expand midwifery services and promote excellence in reproductive, newborn, and infant health care.
    • Track and evaluate key performance indicators (KPIs).
  • Government Relations:
    • Build and maintain relationships with government officials and agencies.
    • Monitor and analyze legislative and regulatory developments.
    • Prepare and submit policy briefs and position statements.
  • Labour Relations:
    • Collaborate with labour unions and professional associations.
    • Analyze labour market trends and develop workforce strategies.
    • Negotiate and implement labour agreements.
  • Public Relations:
    • Develop and execute public relations strategies.
    • Manage media relations and respond to press inquiries.
    • Create and distribute public relations materials.
  • Research and Data Analysis:
    • Gather and analyze data from various sources.
    • Identify trends and assess policy effectiveness.
    • Use data analysis tools to enhance decision-making.
  • Stakeholder Engagement:
    • Engage with stakeholders to gather input and feedback.
    • Foster collaborative relationships for policy development.
  • Report Writing:
    • Communicate findings and recommendations through clear reports.
    • Ensure reports align with MABC's strategic goals.
  • Monitoring Legislative Developments:
    • Track legislative and regulatory changes.
    • Provide timely updates and analyses.

    Main Qualifications:

    • Education: A Master's degree in Public Policy, Health Policy, health or business related field.
    • Experience: Minimum of 5 years of experience in policy analysis, preferably in healthcare or non-profit sectors.
    • Knowledge: Fundamental knowledge of healthcare system, policies and programs. Understanding of midwifery and primary care practices is an asset.
    • Skills:

    · Strong ability to analyze data, interpret information, and draw conclusions.

    · Experience in conducting research, gathering data, and synthesizing information.

    · Excellent written and verbal communication skills to effectively communicate policy recommendations and research findings.

    · Ability to identify problems, evaluate potential solutions, and recommend effective policies.

    · Ability to work collaboratively, proficiency in policy development and advocacy.

    · Professional tact and diplomacy, and confidentiality are required.

    · Ability to work well in a dynamic and highly motivated team.

    · Strong attention to detail with high levels of accuracy.

    · Efficiently manage multiple projects, competing priorities, and deadlines in a fast-changing environment.

    • A full-time permanent Hybrid position (three months probationary period might require on-site attendance).
