The Alcohol and Gaming Commission of Ontario (AGCO) is a regulatory agency that reports to the Ministry of the Attorney General. The AGCO is responsible for regulating the alcohol, gaming (casino, lottery, and charitable gaming), horse racing, and cannabis sectors in Ontario, in accordance with the principles of honesty and integrity, and in the public interest.

The Audit and Financial Investigations (AFI) Branch works collaboratively with other compliance branches to enable effective regulatory risk management and improve regulatory outcomes. AFI carries out risk-based audits and reviews across all our regulated sectors, provides advice and insights to internal partners, and delivers objective and reliable results that support effective regulatory responses. We are seeking a dynamic team player for the Senior Operational Auditor role within the AFI Branch. In this role, you will be leading the planning and execution of large, complex and higher profile audits and reviews for the gaming, horse racing, cannabis and alcohol sectors under the branch’s risk-based Annual Audit Plan while overseeing the work of team members assigned. The successful candidate will also collaborate with colleagues in other branches on cross-functional initiatives and manage effective working relationships with our internal and external stakeholders.

In this role, the successful candidate will be responsible for:

  • Supporting the Manager in the development of an annual audit plan for gaming, horse racing, cannabis and alcohol lines of business.
  • Planning and executing large and high-complexity audits and reviews.
  • Leading the development of audit frameworks, policies, procedures and standards for the branch’s operational audit and review practices.
  • Providing expert advice regarding the achievement of regulatory outcomes and the state of internal controls; as well as conducting investigative audits/reviews when issues arise.
  • Developing/executing strategies in response to significant regulatory incidents.
  • Leading audit planning, assessments, and the development of compliance strategies.
  • Managing the execution of projects/initiatives and individual deliverables under branch and divisional plans.
  • Contributing to branch learning and development initiatives.

The ideal candidate will have:

  • A combination of post-secondary education and 4-5 years of work experience in a related field.
  • Professional accounting or auditing designation (CPA or CIA) is a strong asset.
  • Strong team leadership skills – interpersonal skills, planning, coordination and execution, relationship management, holding self and others accountable, sharing expertise/knowledge with team members.
  • In depth knowledge of auditing business processes and related internal controls that has been gained through experience and formal education.
  • Ability to navigate through ambiguity, manage and coordinate multiple project assignments simultaneously.
  • Strong project management and change management skills to lead the delivery of audit modernization initiatives.
  • A broad (but not in depth) understanding of IT governance, forensic accounting and associated auditing practices.
  • Excellent interpersonal and communication skills (strong oral and written communication and report writing skills).
  • Political acuity to manage sensitive and high-profile issues and incidents.
  • Strong stakeholder and relationship management skills to engage, understand and align expectations.
  • Ability to maintain strict confidentiality and exercise judgement and discretion.
  • Extensive understanding of relevant legislation and AGCO’s regulatory standards and requirements.
  • The flexibility to work variable hours, as well as weekends and statutory holidays may occasionally be required.
  • A valid Ontario driver’s licence (travel throughout the province is necessary).
  • The successful candidate must be eligible to work in Canada and will be subject to a criminal background check.
