Job Summary

The Senior Officer, Design and Construction or Engineer, Design and Construction is responsible for providing project management, technical support, plan review, and field oversight for construction capital and maintenance projects for customers. The role involves handling new construction projects, collaborating with internal departments such as Engineering, Transportation, Environmental, and Law, as well as external agencies and government authorities. The incumbent acts as a technical advisor to new railroad builds, customer sidings, and track geometry, ensuring adherence to engineering practices and railway standards, specifications, and procedures in line with CN’s operating plan.

Main Responsibilities
  1. Project Management
    • Handle various track, siding, and grade separation projects, including new and modified designs, ensuring project completion within budget.
    • Review and approve track design components and ensure stakeholder buy-in.
    • Ensure track geometry conforms to CN’s standards.
    • Inspect projects upon completion with Engineering to verify compliance with specifications.
  2. Project Coordination
    • Review and respond to submittals and correspondence from stakeholders to protect CN’s interests during local, municipal, provincial, and federal projects affecting the organization’s property.
    • Collaborate with teams to implement changes and provide guidance on actions and responses.
    • Maintain relationships to safeguard CN’s property and facilities and ensure safety conditions.
  3. Cost Estimation
    • Provide accurate project cost estimates, including civil, track, signal, and upgrades, and assist in review processes for internal and external projects.
  4. Audits, Inspections, and Safety Assessments
    • Conduct crossing audits, inspections, and safety assessments to ensure regulatory compliance.
    • Implement corrective actions and conduct site surveys.
  5. Working Conditions
    • Work in both office and outdoor environments under various weather conditions, including unfamiliar locations.
    • Be available 24/7 for critical incidents, work varying shifts, weekends, and holidays.
    • Work near loud equipment, construction sites, dust, and railroad materials, with occasional travel up to 20% within the territory.
Requirements
  1. Experience
    • Minimum 5 years in construction and project management experience.
  2. Education/Certification/Designation
    • High School Diploma or GED; valid driver’s license.
    • Bachelor’s Degree in Civil or Construction Engineering and/or Professional Engineer (P.Eng.) designation are assets.
  3. Competencies
    • Collaboration, problem-solving, self-development, agility, critical thinking, impactful communication.
  4. Technical Skills/Knowledge
    • Knowledge of AutoCAD, Microsoft Office, SAP, TMDS, GIS, TIS, Civil and Geotechnical engineering.
    • Bilingual in English and French is an asset.
