Job Summary
The Senior Officer, Design and Construction or Engineer, Design and Construction, is responsible for project management, technical support, plan review, and field oversight for construction capital and maintenance projects. This includes handling new construction projects, collaborating with internal departments such as Engineering, Transportation, Environmental, and Law, as well as external agencies and government authorities. The role acts as a technical advisor for new railroad builds, customer sidings, and track geometry, ensuring compliance with engineering standards and CN's operating plan.
Main Responsibilities
Project Management
• Handle various track, siding, and grade separation projects, including design modifications, to ensure completion within budget.
• Review and approve track design components, ensuring stakeholder buy-in.
• Ensure track geometry conforms to CN standards.
• Inspect projects upon completion to ensure compliance with specifications.
Project Coordination
• Review and respond to submittals and correspondence from stakeholders to protect CN's interests, especially when projects affect property.
• Collaborate with teams to implement changes and provide guidance.
• Maintain relationships to safeguard CN's property and ensure safe conditions.
Cost Estimation
• Provide accurate project cost estimates and review estimates for CN's projects.
Audits, Inspections, and Safety Assessments
• Conduct crossing audits, inspections, and safety assessments to ensure compliance.
• Implement corrective actions and conduct site surveys.
Working Conditions
The role involves office and outdoor work in various weather conditions, including locations that may be unfamiliar. Availability on-call 24/7 is required for critical incidents, and work may include varying shifts, weekends, and holidays. Occasional travel (up to 20%) within the territory is expected.
Requirements
Experience
• Minimum 5 years in construction, with project management experience considered an asset.
Education/Certification/Designation
• High School Diploma or GED.
• Valid Driver’s License.
• Bachelor’s Degree in Civil or Construction Engineering, or a Professional Engineer (P.Eng.) designation, considered an asset.
Competencies
• Collaboration, problem-solving, development, agility, critical thinking, and impactful communication.
Technical Skills/Knowledge
• AutoCAD, Microsoft Office, project budgeting, SAP, GIS, TIS, civil and geotechnical engineering knowledge, bilingual in English and French considered an asset.
