The City of Spruce Grove is seeking a Senior Municipal Infrastructure Engineer to lead the development and implementation of asset management strategies. This full-time position requires a degree in Civil Engineering and offers a competitive salary. Responsibilities include managing inspection programs, providing engineering support, and liaising with various stakeholders. The ideal candidate has at least ten years of experience and outstanding communication skills.

The Senior Municipal Infrastructure Engineer is responsible for managing a team to develop and implement asset management strategies, provide technical engineering support, and provide advice and expertise related to the City’s infrastructure for long-range planning. These activities will include transportation and utility network planning, modeling, and monitoring; land development associated with the extension of existing utility and transportation networks; governance (bylaw and policy development); asset management; tangible capital asset reporting; and off-site levies.
This position manages inspection programs, network modeling, performance assessments, risk management, investment prioritization, and provides data to internal and external parties.
This position reports to the Director of Engineering.
This is a permanent full-time position. The salary range is: $114,714.60 - $136,354.40.
Strategic Management
• Provide support to the current and expanding transportation network, including reviewing and preparing required documentation to facilitate growth and the ongoing operation of the network. Gather and analyze data regarding traffic and pedestrian movement and safety. Problem-solve safety concerns, address congestion-related issues, and ensure lights/signals are functioning as designed.
• Provide support to the current and expanding utility networks (water, sanitary, and storm), including updating models to facilitate growth and ongoing network operation.
• Complete annual detailed engineering inspections and asset performance assessment programs, including maintaining technical and strategic asset management plans. Using this data to collaborate with other experts to progress and continually improve the asset management program.
• Assist in land development within the City by working with Engineering Development staff to review drawings and ensure growth is managed within the network's capabilities. Liaise with developers and others to ensure successful development within the City.
• Assist Development and Capital Projects with the tangible capital asset reporting to ensure accuracy in as-builts for ARC GIS and Cartegraph reporting.
• Assist Planning and Development in reviewing and developing area structure plans, neighbourhood plans, and other related documents.
• Prepare reports and present engineering-related items to the council.
Capital Projects
• Assist in the development of short, medium, and long-range Engineering capital and life cycle projects.
• Assist with various capital projects.
Supervisory Management
• Provide a high level of coaching, training, and mentoring to staff to allow them to achieve their goals and complete projects on an ongoing basis.
• Complete performance management reviews throughout the year.
• Provide the leadership to ensure the efficient and effective ongoing operation of the enterprise-wide programs and services provided by the department, as well as continual enhancements to the programs and their processes.
• Ensure staff members develop professionally and stay current with industry trends and standards.
• Possess effective time-management skills for task assignments and scheduling, ensuring the efficient use of time and resources.
Financial Management
• Collaborate with the Director of Engineering to support the preparation of operational and capital budgets.
• Developing, allocating, and monitoring budgets for applicable projects.
• Prepare the annual Off-Site Levy report by updating the model with collaboration from department members and other internal departments.
Client Relations
• Work cooperatively and effectively with architects, consulting engineers, contractors, and external agencies (Provincial departments and other municipalities) in the design and implementation of construction projects and studies.
• Liaise with various City departments to support the delivery of the Engineering programs.
• Receive and investigate complaints or concerns of City residents related to operational issues or maintenance responsibilities, and ensure appropriate information is provided and/or corrective action taken.
• Respond to inquiries and investigate complaints in an appropriate and timely manner.
Regulatory Compliance
• Ensure compliance with various legislations and regulations including but not limited to Occupational Health and Safety Act, Cemeteries Act, Environmental Protection and Enhancement Act, Local Government Act, Water Act, Dangerous Goods Transportation and Handling Act, Public Health Acts, Weed Control Act, Traffic Safety Act, Agricultural Pests Act.
• Provide leadership for Health and Safety within the section. Ensure staff and hired contract workers comply with the City Safety Management System and that all work is performed in compliance with the Occupational Health and Safety Act, Code and Regulation.
• Ensure contractors and staff are aware of their health and safety responsibilities and that incidents are reported and investigated.
• Work with staff to develop and maintain required health and safety documentation in support of the Health and Safety Management System.
Other Duties
• Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.
• Provide leadership for Health and Safety by making every reasonable effort to ensure the health and safety of staff within the section. Understand the safety incident reporting requirements.
• Act as a steward of the City's Corporate Culture through empowerment and support to staff.
• All employees shall act in a safe manner at all times and will report any unsafe conditions, procedures or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory.
• Employees are expected to stay current on WHMIS and other safety-related procedures.
• Perform other job-related duties.
REQUIRED QUALIFICATIONS:
• A degree in Civil Engineering from an accredited University.
• Eligible for professional membership (P.Eng) with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) Designation.
• Minimum ten (10) years related experience.
• Minimum three (3) years supervisory experience.
• Strong understanding of water and wastewater engineering.
• Strong understanding of transportation systems within a City setting – wheeled and active.
• Advanced communication and interpersonal skills.
• Excellent presentation skills.
• Strong strategic and critical thinking, excellent problem solving and planning, and the ability to communicate effectively on technical, operational, and business issues to multiple audiences.
• Ability to work effectively and professionally with all levels within the organization and externally.
• Strong customer service orientation and the ability to build positive, productive business relationships.
• Ability to exercise tact and diplomacy in interpersonal dealings that are complex, highly sensitive, and confidential, and may involve exposure to the media or public criticism.
• Ability to analyze and interpret administrative procedures, regulations, legal documents, and legislation.
• Enhanced knowledge of Microsoft Outlook, Word, Excel, Teams, and PowerPoint.
ASSET QUALIFICATIONS:
• Alberta municipal government experience.
• Knowledge in asset management based software such as Cartegraph.
• Knowledge in financial management software such as Questica.

CONDITIONS OF EMPLOYMENT:
• Proof of a designation and willingness to maintain the designation.
• Class 5 Driver’s License.
• Must obtain a satisfactory review of a three-year Driver’s Abstract, with a maximum of six demerits.
• Criminal Record Check Clearance.
IMPACT AND MAGNITUDE OF JOB (SCOPE):
• This position has 3 to 4 direct reports and indirect reports.
• This position assists with both the Capital budget and Operational budget.
• This position deals with day-to-day operational issues and also has strategic input.
WORKING ENVIRONMENT:
• Monday to Friday.
• Hours of Work: 8:30am to 4:30pm.
• Overtime may be required.
• Travel may be required.
• Noise Exposure - may be exposed to noise over 85 decimals.
PHYSICAL REQUIREMENTS:
• Sitting, standing, walking, climbing, stairs, kneeling, manual dexterity, visual acuity/color vision.
