Senior Mitigation and Compensation Specialist/Highway Engineering Program Analyst – Government of Manitoba

The Department of Transportation & Infrastructure is seeking highly motivated and experienced individuals to fill two positions: a Senior Mitigation and Compensation Specialist within the Emergency Management Division, and a Highway Engineering Program Analyst in the Engineering and Technical Services Division.

Senior Mitigation and Compensation Specialist: This role involves shaping disaster resilience in Manitoba by developing and implementing mitigation and recovery programs. The incumbent will support program and policy analysis, lead complex planning projects, engage stakeholders, develop community supports, and advocate for policies that enhance disaster resiliency and recovery.

Highway Engineering Program Analyst: Reporting to the Divisional Analyst, this position supports the department through research, analysis, and recommendations on technical policies, programs, and initiatives related to Highway Engineering Services and Bridges & Highway Structures. Responsibilities include project coordination, technical policy review, engineering documentation, and legislative support.

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Willing to work extended hours, including holidays, evenings, and weekends
  • Willing to travel across Manitoba with possible overnight stays
  • Must possess and maintain a valid full Class 5F Manitoba Driver’s license (for some positions)

Qualifications:

  • Post-secondary education in political science, economics, natural resource management, environmental science/studies/design, city planning, engineering, or related fields. Extensive relevant work experience may substitute educational requirements.
  • Significant experience in policy or program development and evaluation.
  • Experience interpreting policies, regulations, and legislation.
  • Knowledge of emergency management principles and relevant legislation, or strong understanding of Manitoba’s geography.
  • Skills in analysis, synthesis of information, and excellent written communication for decision-making documents.
  • Effective verbal communication skills and ability to present to diverse audiences.
  • Diplomacy and tact in handling sensitive issues.
  • Strong organizational, time management, and interpersonal skills.
  • Ability to work independently and proactively.

Desired: Project management experience or ability to lead projects from inception to completion.
