The Utilities team in Metrolinx’s Capital Projects Group is seeking a Senior Manager, Utilities. This specific Senior Manager will be primarily responsible for managing enterprise-level relationships with electrical utilities owners for the benefit of Metrolinx capital projects and providing subject matter expertise to peers in the Utilities team as well as Project Delivery Teams (PDTs) of the Subways, GO Expansion and LRT programs, within the Capital Projects Group.

What will I be doing?
  • The Senior Manager, Utilities (Electrical) is required to develop and maintain key relationships with electrical network owners/stakeholders. Primary responsibilities include:
  • Provision of electrical distribution technical input in response to requests from PDTs of GO Expansion and Rapid Transit programs, especially for planning to relocate or protect existing electrical assets.
  • Providing advice to PDTs regarding processes of interaction with utility owners for installation of services, considering utility policies, asset management tools, legislation, etc.
  • Identifying agreement requirements with utility owners and negotiating with input from Legal Services.
  • Chairing regular meetings with utility owners to discuss workload, resources, process alignment, etc.
  • Managing escalations with utility organizations to resolve issues.
  • People leadership: hiring, managing staff supporting the capital portfolio, planning succession, maintaining knowledge.
  • Preparing or contributing to executive briefings on utility interactions and escalations.
  • Developing standard processes and ensuring compliance.
  • Tracking all interactions between utility owners and PDTs.
  • Promoting safe work practices around utility assets in collaboration with Safety, PDTs, and utility owners.
  • Other activities as needed.
What Skills and Qualifications Do I Need?
  • Degree in engineering, applied science, business, or related field, or equivalent experience.
  • Experience in municipal planning, construction, or engineering, with knowledge of utility coordination in large projects.
  • Knowledge of Ontario laws such as Contract Laws, Construction Liens Act, Occupational Health and Safety Act, etc., preferred.
  • Understanding of railway infrastructure and related projects, preferred.
  • Strong decision-making, risk assessment, negotiation, and interpersonal skills.
