The Opportunity

Headquartered in Toronto, the Building Ontario Fund (BOF) is a new independent, board-governed agency that will facilitate investment by trusted institutional investors in critically needed large-scale infrastructure projects within the province.

The agency’s mandate is to invest in, and seek to attract investment from, qualified institutional investors, public sector entities, governments, and Indigenous communities in Ontario infrastructure projects that will generate revenue and are in the public’s interest. BOF will do this by:

  • Investing in infrastructure and appropriately allocating risks amongst the Corporation and other investors
  • Structuring proposals and negotiating agreements with investors in infrastructure projects
  • Receiving and assessing unsolicited ideas and proposals for infrastructure
  • Providing advisory services with respect to financing infrastructure projects

Reporting to the Head, Policy, Strategy and Partnerships, the Senior Manager, Special Projects will:

  • Lead the development of comprehensive project plans which include the management of complex sets of interdependencies with other provincial government entities and potential issues and roadblocks.
  • Provide coordination across government and serves as a key advisor and primary source of progress of special projects for the Head.
  • Initiate, manage, and maintain ongoing collaboration and consultation with multiple cross government partners to ensure a cohesive implementation of transferred programs/initiatives into BOF.
  • Manage the coordination of all briefings, material, and correspondence related to the internal development and progress of special projects.
  • Lead regular cross government consultations as projects are developing and provides regular check-in for validation and input from the Head throughout the development and implementation phases to ensure alignment.
  • Work with corporate support entities (e.g., Legal Services, Policy, Finance, etc.) to ensure appropriate support and alignment of project priorities with business priorities and internal processes.
  • Map the sequence of relevant approvals and regulatory and legislative changes required for the transfer of programs/initiatives to BOF. Monitors submissions through the approval process.
  • Lead the development of frameworks for risk mitigation and issues management, with clear escalation procedures.
  • Build and sustain mutually beneficial working relationships with key decision makers across BOF to provide strategic advice and recommendations regarding unprecedented/complex project-related issues.
  • Ensure regular updates on project status and timelines, generating project status reports and project dashboards for leadership.
  • Monitor the implementation of special projects through regular meetings with internal teams and cross government partners and makes appropriate adjustments for variances from the original plan and to key performance indicators; provides advice on optimal approaches to achieve BOF requirements within the defined project parameters.
  • Measure and report on key performance indicators (KPIs) to assess the success of projects.
  • Manage project close-out and handover activities by confirming the project has met all BOF requirements, verifying that all deliverables and criteria have been delivered and accepted. Conduct post-implementation reviews to assess the quality of program/initiative transfer and implementation, identify successes, deliverables, achievements and lessons learned.

Education and Experience

  • Degree in business management, public administration, public policy, or related field.
  • 8 – 10 years’ experience with proven, progressive experience developing and implementing special projects/initiatives and strategic frameworks.
  • Experience with political/public service environment and knowledge of government decision-making process and legislative procedures.
  • Familiarity with change management and/or experience in consulting an asset.

Knowledge and Skills

  • Strong knowledge of government decision making processes, standards, systems, and protocols.
  • Knowledge of the business of the agency including knowledge of various stakeholder groups and familiarity with issues, trends and directions.
  • Knowledge of all aspects of project management services including principles, methodologies, techniques, tools, and best practices.
  • Knowledge of risk management principles and methodologies to proactively manage risks to minimize issues.
  • Political acumen and understanding of Ontario’s political system, mandates and related policies, and government structure.
  • Strong relationship building and management skills to engage, influence and encourage linkages, alignment, and integration within the agency and with partners across government.
  • Ability to work in a multifaceted, fast-paced environment using well developed verbal and written communication skills in the transfer of information to inform and influence executives and senior officials.
  • Analytical and problem-solving skills to identify risks with potential to impact internal operations and processes and develop responses, recommendations, and solutions to resolve, mitigate, or avoid identified challenges.
  • Ability to protect and maintain confidential and sensitive information.
  • Excellent planning and organizational skills with high attention to detail.
  • Ability to interact with diverse groups across various organizational levels both internally and externally.
