The Organization
Headquartered in Toronto, the Building Ontario Fund (BOF) is a new independent, board-governed agency that will facilitate investment by trusted institutional investors in critically needed large-scale infrastructure projects within the province.
The agency’s mandate is to invest in, and seek to attract investment from, qualified institutional investors, public sector entities, governments, and Indigenous communities in Ontario infrastructure projects that will generate revenue and are in the public’s interest. BOF will do this by:
- Investing in infrastructure and appropriately allocating risks amongst the Corporation and other investors
- Structuring proposals and negotiating agreements with investors in infrastructure projects
- Receiving and assessing unsolicited ideas and proposals for infrastructure
- Providing advisory services with respect to financing infrastructure projects
The Opportunity
Reporting to the Head of Financial Planning & Analysis, BOF is seeking a permanent full-time Senior Manager – Special Finance Projects & Reporting to fill an existing vacancy and take on the following responsibilities:
- Work with the Head and Senior Manager of Financial Planning & Analysis (FP&A) and the leadership team to deliver high-quality, executive-level reporting packages, including dashboards.
- Hire and manage a team of BI Analysts and Financial Analysts as the Finance team grows, promoting best practices in reporting, financial and economic modeling, and data visualization.
- Work with the Head and Senior Manager of FP&A, and Investment Finance and Investment team to develop and maintain a long-term financial sustainability model for BOF.
- Collaborate with the Head and Senior Manager of FP&A on organizational KPIs established by the executive team. Build, maintain, and enhance Power BI dashboards and reporting pipelines to track and report on these KPIs, providing real-time insights that enable the leadership team to make data-driven, evidence-based decisions.
- Deliver advanced data-visualization and dashboard solutions to support the Finance and Investment teams.
- Lead automation and process efficiency initiatives within FP&A department and Finance portfolio.
- On as needed basis, conduct independent reviews of investment financial models to validate assumptions and outputs.
- Collaborate with the Head of FP&A to develop and maintain financial models to capture public benefit of BOF’s investments.
- Lead or contribute to ad-hoc special projects that enhance financial insight and operational efficiency.
- Assist in implementation and continuous improvement of BOF’s financial systems, including ERP, reporting tools and other IT system.
- Design, document, and maintain BOF’s financial data infrastructure, ensuring integrity across systems (ERP, CRM, Investment Management Systems).
- Develop scenario simulators and data integrity controls to support executive planning.
- Ensure reporting systems align with cost allocation methodologies and ministry reporting requirements.
- Work with the Enterprise Technology team to design and enforce financial data governance practices, ensuring accuracy, consistency, and integrity of data across ERP, CRM, and reporting systems to support reliable decision-making and compliance with internal and external standards.
- Act as liaison between Finance, IT, and system vendors; support cross-functional integrations.
- Lead and coach Financial Analyst, ensuring high-quality output and fostering professional development.
Qualifications
Education and Experience
- Degree in Business Systems, Finance, Data analytics, or a related discipline, or the equivalent experience
- Chartered Professional Accountant (CPA) or Chartered Financial Analyst (CFA) Designation or Power BI Data Analyst certification preferred, but not required.
- Minimum of seven (7) years of progressive experience in financial systems or data analytics roles, including several years of management experience.
- Experience in leading strategic finance projects.
- Experience in ERP/CRM implementation and financial system customization.
- Experience in a government, Crown agency, investment firms or project finance and funding environment preferred, but not required.

- Strong analytical skills, with a passion for process improvement.
- Excellent communication skills to present insights clearly to both technical and non-technical audiences.
- Excellent interpersonal skills, with a demonstrated ability to collaborate across functions and lead change.
- Strong leadership skills to build individual and team capabilities through direction, collaboration, feedback, and coaching.
- Proven ability to translate complex financial results into compelling narratives.
- Ability to analyze complex issues and synthesize findings, to identify actions, recommend solutions, set priorities, and operationalize plans.
- Advanced proficiency in Microsoft Excel
- Advanced proficiency in Power BI
