The Opportunity
Headquartered in Toronto, the Building Ontario Fund (BOF) is a new independent, board-governed agency that will facilitate investment by trusted institutional investors in critically needed large-scale infrastructure projects within the province.
The agency’s mandate is to invest in, and seek to attract investment from, qualified institutional investors, public sector entities, governments, and Indigenous communities in Ontario infrastructure projects that will generate revenue and are in the public’s interest. BOF will do this by:
- Investing in infrastructure and appropriately allocating risks amongst the Corporation and other investors
- Structuring proposals and negotiating agreements with investors in infrastructure projects
- Receiving and assessing unsolicited ideas and proposals for infrastructure
- Providing advisory services with respect to financing infrastructure projects
Reporting to the Head, Enterprise Systems Solutions, the Senior Manager, IT Solutions will:
- Establish business solutions delivery section priorities, high-level project objectives for multiple concurrent major activities, and provides ongoing oversight, technical direction, and managerial guidance to ensure these concurrent activities are aligned, on-track and achieve performance standards as measured by established I&IT performance management methodologies and continuous improvement mechanisms.
- Manage the implementation and optimization of ERP systems (e.g., SAP, Oracle, Workday, Microsoft Dynamics) to manage core business processes (e.g., finance, HR, etc.).
- Oversee the development and implementation of Contract Lifecycle Management (CLM) platforms (e.g., DocuSign CLM, Icertis, SAP Ariba) to manage Building Ontario Fund’s (BOF) contracts from initiation through execution, performance, and renewal/expiry.
- Oversee security operations including incident response, monitoring and maintaining core security systems, ensuring alignment with enterprise cyber security policies and procedures, and driving support for the enterprise security posture to reduce corporate cyber security risk.
- Manage and provides oversight of BOF’s information security policy, developing and documenting security protocols and procedures, cyber incident response handling, identifying security gaps creating risks, pushing forward compliance efforts, monitoring threats, and driving continuous security improvements. Ensures alignment with industry standards and regulatory requirements.
- Leverage Artificial Intelligence (AI) and machine learning (ML) for data-driven insights to enhance decision-making processes in finance, HR, and customer engagement.
- Lead the development and execution of AI strategies that align with BOF’s mandate, ensuring transformative technologies are implemented at scale. Ensures ethical AI practices, takes into consideration data privacy concerns, and ensures that AI systems meet legal and ethical standards.
- Collaborate across BOF to drive adoption of responsible AI and ML, fostering AI maturity with measurable improvements and change management.
- Manage financial planning and management, including planning, budget management, reporting, and delivery within allocated yearly budgets. Reviews and manages IT service agreements, ensuring SLAs are met and services are delivered at a high standard.
- Negotiate and manages relationships with vendors, service providers outsource partners, and contractors to secure necessary products or services.
- Identify opportunities for innovation to enhance IT performance, reduce costs, and improve user experience. Stays updated on industry trends and emerging technologies to drive innovation.
- Champion a culture of continuous improvement and innovation within the team, fostering an environment that incorporates the principles of inclusion and diversity to support an effective, efficient, and respectful workplace, and encourages the exploration of new technologies and methodologies. Provides clear vision and direction, mentoring team members, and promoting collaboration across BOF to achieve strategic goals. Responsible for hiring, orienting and training of staff, determining performance standards and conducting performance reviews.
Qualifications:
Knowledge and Skills
- Bachelor’s degree in computer science, information systems, or a related field.
- A minimum of 5 years leading and managing the delivery of IT business solutions including security, AI, and ML.
- Experience with integrating ERP systems (e.g., Workday, etc.) with other enterprise systems like CLM, CRM, and AI platforms.
- Experience in executing cyber security programs.
- Experience in deploying business impact AI and machine learning solutions.
Knowledge and Skills
- In-depth knowledge of business systems analysis, design, implementation and testing in a multi-platform environment.
- Strong knowledge and understanding of cyber security standards, compliance, and risk management and the ability to ensure the enterprise has appropriate safeguards in place and maintained.
- Knowledge of Artificial Intelligence, how it can be applied, and areas of concern and awareness.
- Knowledge of data architecture and management, how data can be stored, leveraged, and used for analytics and reporting.
- Knowledge of I&IT standards, strategies, technical and business frameworks (e.g., solution development lifecycle management, solutions architecture, infrastructure lifecycle management) to understand and articulate business needs and value propositions.
- Project management methodologies, including planning, estimating, budgeting, scheduling, risk management, tools, techniques, and best practices.
- Relationship management skills to build and maintain effective relationships with clients, staff, project teams, and consultants/partners in other agencies/ IT Clusters or ministries.
- Superior communication skills to articulate complex I&IT business requirements and provide advice to senior management and clients to ensure effective delivery of comprehensive application development and maintenance services, and to optimize return on investment.
- Leadership skills to build individual and team capabilities through direction, collaboration, feedback, and coaching while driving continuous improvement and operational efficiencies.
- Decision-making and advisory skills to provide expert technical and tactical strategic planning and information management decisions/advice that supports clients’ diverse I&IT needs and strategic directions.
- Strong customer-centric focus and commitment to delivering high-quality IT services and enhancing user experience.
Strong verbal and written communication skills and ability to interact with diverse groups across various organizational levels and to translate technical concepts into clear, actionable insights for non-technical stakeholders.
