Reporting to the Director of Environmental Services, the position will be
responsible for:
• Management of the Environmental Services Department’s Infrastructure Section,
comprising Capital Planning/Data Management, Capital Delivery and Stormwater
Groups
• Oversight and manages capital programs ranging from life cycle and condition
assessment, studies design, and construction projects for future
replacement/rehabilitation of the following assets: water, wastewater, stormwater,
structures (bridges and culverts) and streetlight assets
• Oversight and manages of condition inspection programs for: Structures (bridges
and culverts), CCTV inspection of sanitary/ storm sewers, streetlight system,
storm/sanitary pumping stations, SWM ponds and erosion sites etc.
• Oversight of appropriate studies including Environmental Assessments, prepares
Request for Proposals and Request for Tender, reviews / approves design
drawings, oversees contract administration / inspection activities, completes
project closeout activities
• Oversight and manages the implementation of City’s flood remediation programs
including reviewing and updating the stormwater fee.
• Reviews development applications related to water, sanitary and stormwater
assets.

• Ensures financial, time, and risk management strategies are applied while
manages the Environmental Services Capital program / portfolio.
• Manages and liaises with consultants, contractors and external agencies
• Provides directions to staff and leads the Section to complete the department’s
annual Capital Works Program.
Key Responsibilities and Duties:

• Ensures financial, time, and risk management strategies are applied while
manages the Environmental Services Capital program. Ensures staff uses
consistent project management practices for all projects, advances and stewards
staff through project management methodologies.
• Manages and liaises with consultants, contractors and external agencies in an
efficient way to deliver the projects on time and budget including negotiating the
claims in a timely manner.
• Leads, directs and engages a highly professional team of approximately 18 staff.
Supervises staff including recruitment, selection, hiring, assigning work,
determines training and development needs, coaching and mentoring, team
building, conducts performance appraisals, and determines/ recommends
disciplinary action in accordance with the collective agreements and municipal
policies and practices.

• Develops and implements Sectional business plan and participates in the
development and implementation of Departmental business plan that aligns with
Council Plan, customer / community needs, and legislative requirements.

• Develops / establishes standard processes / policies / procedures for the
management of infrastructure assets based on Asset Management best
practices, support the Corporate Asset Management program as required.
• Oversight and provide direction to the Manager, Capital Planning/Data
Management in the annual update of the 25 Year Lifecycle reserve study and
preparation of capital works programs for Environmental Services assets.
• Ensures compliance with Sustainable Water & Sewer Act (Bill 175),
Environmental Assessment Act, DWQMS, QMS, CLI-ECA and all Federal,
Provincial and Municipal legislative requirements. Participates in internal
DWQMS audits and top management reporting to ensure provision of safe
drinking water to the City of Markham residents and businesses in accordance
with the Safe Drinking Water Act.
• Develops emergency remedial plans for infrastructure related emergencies;
participates in the development of the Environmental Services Emergency
Preparedness Plan and related training including assisting with response to
major incidents; contributes to city and Regional emergency preparedness
planning, as requested and participates in emergency response as required.
• Oversight and manages Sectional operating and capital budget following City’s
Finance policies.
• Promotes and enforces all health and safety regulations, adherence to
Occupational Health and Safety Act, all applicable City policies.
• Prepares reports, presents research, findings and recommendations to Senior
Staff, Council / Committees, and represents the department in public meetings
and information sessions.
• Represents the City at regional, municipal, and public meetings and events,
presenting the City’s position on national / provincial / local initiatives.
• Be the subject matter expert and represent the department in legal cases for
claims as required.
• Supports the Director of Environmental Services and Managers within the
department in all matters, actively participate in any Culture and Business
Transformation initiatives as required.

Requirements:
• University degree in Civil/Environmental Engineering or related discipline.
• Registered as a Professional Engineer (P. Eng.) with the Professional Engineers
of Ontario.
• Minimum 12 years of experience in project management, managing infrastructure
condition assessment, rehabilitation/ replacement/ construction works.
• Minimum of seven (7) years experience in a managerial position.
• Preferably Project Management Professional (PMP)
• Extensive experience in water distribution, wastewater collection and storm water
management including construction and rehabilitation projects.
• Excellent interpersonal, project/ time management, organizational, analytical,
written and oral communication, work prioritization, financial, problem-solving,
and staff leadership and supervisory skills.
• Ability to build strong and enthusiastic staff teams and internal/ external alliances/
partnerships to align all infrastructure capital programs in compliance with
legislative/ regulatory requirements
• Thorough working knowledge of:
o Sustainable Water & Sewage Systems Act,
o Occupational Health and Safety Act/ Construction Regulations, and other
o Water distribution and wastewater collection systems construction/
rehabilitation/materials standards and best practices,
o Project management principles/ techniques, contract administration and
contractor supervision
• Excellent customer service, teamwork and oral and written communication skills;
• Well-developed computer skills and proficiency in utilizing spreadsheets, word
processing, database and presentation software;
• Valid Ontario Class “G” driver’s licence and reliable vehicle to use on corporate
business;
• Ability to work outside normal hours, as required.
