The Engagement and Collaborative Policy Branch leads the development of inclusive legislation and policies that promote meaningful Indigenous participation in Manitoba’s natural resource sectors. This branch plays a key role in aligning departmental strategies with the province’s commitment to reconciliation with Indigenous Peoples.

We are seeking a strategic, collaborative, and visionary leader to join our team as Senior Manager, Indigenous Resource Policy. In this role, you will guide a dynamic team in designing and delivering programs and initiatives that reflect a holistic and integrated approach to Indigenous engagement in resource development. You will also lead cross-departmental coordination, manage complex projects, and provide expert policy advice to senior leadership.

Qualifications:

Essential:

  • Bachelor’s degree (Master’s preferred) in Indigenous studies, public administration, environmental science, or related field. An equivalent combination of related education, training and experience may be considered
  • Management experience with responsibility for human and financial resources, including reviewing and developing program budgets/estimates
  • Extensive experience working in policy and program service delivery, preferably related to natural resource management, Indigenous engagement, economic reconciliation, and/or community economic development
  • Considerable experience planning and overseeing project implementation and ensure that projects are completed in a timely manner and within budget. Including leading diverse, interdisciplinary teams, to achieve consensus recommendations
  • Considerable experience transforming, developing, and implementing programs, systems, and service delivery. Including developing and implementing monitoring and evaluation tools and processes
  • Extensive experience working with internal and external stakeholders, including Indigenous governments, representative organizations, industry and industry associations, post-secondary institutions, and other levels of government
  • Considerable experience leading and conducting research and analysis, interpreting statutes and regulations, conducting external stakeholder engagement and consultations, and developing recommendations to senior level decision makers
  • Strong written and verbal communication skills with the ability to effectively communicate complex information to a variety of audiences, including Executive and Senior Management
  • Political acumen as demonstrated through experience providing strategic advice to Executive and Senior Management, ability to exercise excellent judgement in decision-making, leading teams, and showing initiative

Duties:

The Senior Manager, Indigenous Resource Policy reports to the Executive Director and is responsible for leading a team focused on advancing Indigenous participation in natural resource management. This position provides leadership in the development, implementation, and evaluation of inclusive policies, programs, and services aligned with reconciliation goals. The Manager collaborates with internal branches, Indigenous partners, and external stakeholders to ensure a coordinated and holistic approach to sustainable resource management. The role also includes oversight of project planning, monitoring, and reporting to support strategic decision-making and continuous improvement.
