Job Summary

The Senior Manager, Engineering Programs is responsible for leading a team of managers and officers overseeing CN’s Basic Capital plan budget. The role maintains project estimation processes, supervises CN’s Engineering Capital Planning System (ECPS), ensures budget compliance and forecasting, issues regular cost reports, supports multi-year Capital budgets, and maintains compliance with Sarbanes-Oxley (SOX) and U.S. GAAP standards.

Main Responsibilities

Current Year Budget Oversight

  • Oversee work order and network management within SAP modules (e.g., PS, PM).
  • Guide project management processes aligning with organizational goals.
  • Develop and update project budgets and forecasts, recommending improvements to Senior Management.
  • Perform cost and variance analysis for financial accuracy.
  • Ensure project reviews comply with SOX controls and engineering standards.
  • Lead corrective actions related to labor, materials, invoices, and productivity.

Multi-year CapEx Plan

  • Collaborate with Finance to establish the overall Capital envelope with detailed planning.
  • Partner with Finance, Procurement, and Engineering to develop detailed project cost estimates in ECPS, including unit costs.

Reporting and Systems

  • Generate and distribute financial and productivity reports regularly and as needed.
  • Create reports for various organizational levels, including the Board.
  • Work with I&T and Engineering teams as the primary owner of ECPS to ensure system alignment and functionality.

Compliance

  • Ensure SOX and Capital Guidelines compliance by teams and field staff.
  • Review and update SOX controls with Finance and Accounting.
  • Support external and internal audits.

People Management

  • Manage daily team operations for efficiency.
  • Mentor staff and guide stakeholders on project tasks.
  • Cover operational tasks during absences to ensure performance continuity.

Working Conditions

The role involves standard office work with a regular schedule, but may require long hours, night shifts, and weekends. The incumbent must meet tight deadlines, handle stress, and travel minimally (10%) within Canada and the U.S.

Requirements

Experience

  • 5-10 years in management, preferably in finance or railroad industries, with project and budget management expertise.
  • Knowledge of railway engineering (e.g., tracks, signals, bridges).
  • Experience with report building in Excel, PowerPoint, Tableau, Power BI, SAP BW, and Business Objects.

Education/Certifications

  • Bachelor’s degree in Engineering, Finance, or equivalent.
  • Professional designation (e.g., MBA, CPA, P. Eng., PMP) is an asset.
