Job Summary

The Senior Manager, Dangerous Goods Regulatory and Preparedness is responsible for supporting various functions throughout CN to ensure regulatory compliance, preparedness, and readiness. The role oversees dangerous goods regulatory compliance, including reporting and data management, implementation of regulatory requirements, and the Care Program. Additionally, the incumbent manages CN’s emergency planning, preparedness, and dangerous goods training programs to meet strategic goals.

Main Responsibilities
Emergency Planning and Preparedness

· Ensure network emergency, local, and site-specific response plans are compliant with regulations, regularly updated, and distributed to impacted functions.
· Maintain current dangerous goods Geographic Response Plans (GRP) and ensure the system's readiness.
· Develop and maintain high-value emergency response plans.
· Oversee dangerous goods and response contractor audits.
· Manage maintenance, repair, and certification of response assets to ensure readiness.
· Keep Incident Command System (ICS) manuals current for incident management.

Dangerous Goods Engagement and Outreach

· Implement outreach and training programs for the CN Dangerous Goods team, ensuring effective development and delivery.
· Develop and update dangerous goods training for employees and first responders.
· Ensure compliance with regulatory training, drills, and exercises.
· Complete the Structured Community Engagement Program (SCEP) and maintain proactive contacts with fire departments and emergency management agencies.

Dangerous Goods Regulatory Compliance

· Submit all required dangerous goods reports to federal agencies.
· Complete regulatory reports to local, provincial, and state agencies.
· Provide dangerous goods data for research and risk reduction.
· Distribute relevant data to stakeholders.
· Renew permits, certificates, and registrations as needed.
· Ensure compliance with Responsible Care Management System.
· Conduct annual route risk assessments per U.S. regulations.

Working Conditions

The role involves standard office conditions with a regular Monday to Friday schedule, occasionally outside regular hours. The incumbent must meet deadlines, handle pressure, and travel up to 20% within Canada and the U.S.

Requirements
Experience

· Minimum 5 years of management experience in railroading and working with government officials.
· Minimum 10 years in emergency response or crisis management in related industries.
· Project management experience preferred.

Education/Certification/Designation

· Bachelor’s Degree or certifications in Emergency Response Management, Planning, Business Management, or related fields.
· ICS certification required.
