The recent expansion of the Business Risk Management team within the business reflects the importance of proactive risk management aligned with line of business priorities, and strategic investment to bring risk management expertise closer to the Commercial banking segment, to ensure risks are assessed with a deep understanding of the business.

The Senior Manager, Business Risk Management Oversight and Delivery, is a business lead for 1st line of defense risk oversight and implementation within Commercial Banking, covering an assigned product/service team and/or priority risk horizontal across the business.

Operating Within the Enterprise Initiative Management framework, and as part of the Commercial Banking Business Risk Management team, the incumbent is accountable to providing Oversight and Management of all Risk and Regulatory initiatives, for the entirety of the Commercial Bank to ensure alignment with strategic objectives, regulatory requirements, and enterprise Initiative management framework.

What will you do?
  • Governance and Reporting
    • Streamline management reporting to deliver a comprehensive summary of the Business Risk Management Regulatory Change Portfolio.
    • Collaborate with key stakeholders to advance regulatory advocacy and alignment with Commercial Banking priorities.
    • Identify and assess emerging regulatory changes applicable to Commercial Banking to ensure timely compliance.
    • Provide leadership and coaching to BRM team members on Project Tollgates and the RBC EIMF Governance Framework.
    • Conduct regular governance audits to ensure adherence to delivery frameworks and compliance standards.
    • Design and produce both regular and ad-hoc reports and dashboards tailored to stakeholder needs.
    • Develop tools, checklists, and communications to address gaps, resolve issues, and meet new regulatory requirements.
    • Maintain Program Audit Logs and communicate governance adherence updates consistently.
  • Operating Models/PMO Frameworks
    • Lead gap analysis between the current operating model and future requirements to support the development of a robust target operating model.
    • Drive the creation and implementation of the Business Risk Management Target Operating Model.
    • Enhance key PMO processes, including the standardization of templates and development of training materials.
    • Serve as the primary Onboarding SME for BRM delivery, ensuring smooth integration of new team members.
    • Interpret new or changing standards, assess their impact on governance frameworks, and implement necessary adjustments.
    • Mandate centralized PMO governance for all initiatives, ensuring adherence to EIMF and Planview standards, including standardized templates and methodologies.
    • Develop and maintain delivery dashboards to provide a consistent and transparent view of the BRM Delivery Portfolio.
    • Support the Director, Business Commercial Risk & Regulatory Initiatives, in prioritizing, funding, and onboarding new regulatory and risk management initiatives.
    • Track and manage all Commercial Banking spend related to regulatory and risk initiatives using Planview or similar tools.
    • Coordinate and execute oversight and governance actions, including reporting, assessing training needs, and developing and delivering BRM-relevant training, policies, and procedures.
    • Lead the governance structure for all Commercial Banking regulatory and risk initiatives, ensuring transparency, accountability, and alignment with organizational goals.
    • Manage delivery professionals to ensure compliance with delivery standards, controls, and consistent program reporting.
    • Implement changes in response to evolving trends and new industry benchmarks.
  • Data SME
    • Analyzes data and information to provide new insights to the business, project practitioners.
  • Program & Change Management
    • Develop and maintain in-depth knowledge of the business, its risk management requirements, and applicable regulatory directives and guidance.
    • Implement and support Commercial Banking’s end-to-end program management process for regulatory and risk initiatives, ensuring adherence to standards and the use of common tools such as Confluence, Jira, MS Project, Planview, and Project Lifecycle Management.
    • Lead and manage projects as a program manager, leveraging expertise in risk management, issue escalation, the RBC EIMF framework, and project lifecycle management.
    • Review and validate project and report statuses to ensure accuracy and alignment with current conditions. Resolve discrepancies by engaging stakeholders to clarify and address concerns.
    • Provide regular reporting and a centralized view of all risk and regulatory initiatives, ensuring full transparency on delivery risks, issues, and progress.
    • Escalate risks and issues across the program to centralized executive steering committees and support preparation for these committees.
    • Identify opportunities for continuous improvement in delivery excellence and implement enhancements to processes and practices.
    • Monitor and track performance metrics, addressing issues promptly to ensure alignment with program goals.
  • Broader work or accountabilities maybe assigned as needed.
  • Applies expertise and thinks creatively to address unique or ambiguous situations and to find solutions to problems that can be complex and non-routine.
  • Operates at an expert level and serves as a specialist resource to senior leaders and stakeholders.
What do you need to succeed?

Must-have:

  • 5 years of experience in financial services, asset management or FinTech environments.
  • 5 years of Project management and program management experience in financial services, asset management or Fin Tech environment.
  • Proven experience in establishing PMOs within a regulatory or compliance-driven context.
  • Proven experience in management and PMO governance in Financial Services
  • Post-secondary education in business, finance, economics, or a related discipline.
  • In-depth knowledge of the Canadian financial industry, particularly banking, including expert knowledge of project management frameworks and methodologies.
  • Advanced proficiency in Planview, Confluence, and Jira, with expertise in program governance frameworks, reporting dashboards and related tools.
  • Strong project management skills, including risk and issue identification, budget management, and delivery oversight.
  • Exceptional interpersonal, collaboration, and relationship-building skills to work effectively across diverse teams and business areas.
  • Excellent problem-solving and critical thinking abilities, with a proactive and inquisitive approach to challenging current practices.
  • Outstanding communication skills, including professional writing and presentation capabilities.
  • Ability to prioritize effectively and manage multiple competing priorities in a fast-paced environment.

Nice to have:

  • 2-3 years of experience as a risk professional
  • Previous knowledge/experience with Key Risks/Controls tools (e.g. ERIC/Archer)
  • Expert Knowledge of RBC EIMF Framework
  • Working knowledge of Lean Kit
  • PCO experience an asset
  • Knowledge of Commercial Banking & Regulatory environment
  • Graduate degree or professional designation
