Job Summary
This position is responsible for providing direction and leadership to Building Services Managers to ensure that routine and emergency custodial and related building maintenance tasks are completed within appropriate time frames, at high quality, and within budget. This position is also responsible for the provision of a service-oriented culture within the Building Services group of employees.
Organizational Status
Reports to the Associate Director, Building services. Directly supervises a group of Building Services Managers. Indirectly supervises approximately 125 regular employees and up to 100 additional seasonal employees including Building Services Supervisors, Assistant Housekeeping Supervisors, Housekeepers, Service Workers, and Utility Workers. Works closely with other SHCS and UBC managers, residents, and members of the UBC community.
Work Performed
Building Services
Leads operational practices for Building Services in assigned areas ensuring that service is provided at designated levels, and within budget ensuring that staffing and other resources are correctly allocated.
Investigates and follows up on service concerns as required to the reasonable satisfaction of customers, colleagues and stakeholders, identifying necessary corrective actions.
Identifies and recommends process improvements.
Ensures custodial workplans align with established requirements by collaborating with departmental stakeholders and optimizing available resources.
Plans and oversees the implementation of preventative maintenance procedures and tasks for Building Services for assigned area.
Audits buildings and grounds to ensure departmental goals are being met by the building services staff team.
Scheduling
Oversees the master schedule, reviewing the daily, weekly, and seasonal requirements.
Oversees payroll submissions by Building Services Managers to ensure that it is accurate and follows current process.
Establishes scheduling requirements for all building areas; approves employee and workflow schedules to meet service and budgetary requirements.
Assesses and monitors the turnaround time for rooms and suites to minimize downtime and maintain efficiency.
Resource Management
Ensures systems are in place and followed to manage expenses on labour, materials, supplies, and equipment to maintain established budget.
Determines necessary equipment and other supply requirements; approves equipment and supply orders.
Oversees inventory control for departmental furnishings, supplies, and equipment.
Works within allotted annual budget to manage and complete all required building projects and reassess as required.
Manages benchmarks for controlling performance criteria for the assigned team.
Engages external service consultants and contractors as appropriate. Administration and management of contract service providers; monitoring, assessing and evaluating performance against contractual deliverables. Liaises with contract services to escalate, resolve problems and maintain service.
Collaboration and Coordination
Works with associate director to conduct audits of request for maintenance to ensure timely assignment and completion thereby meeting department service standards.
Participates on University and related committees as required.
Research and Recommendations
Leads the research and analysis on products, equipment, services, productivity, work methods, and labour and materials costs etc.
Recommends and develops changes in policies and/or procedures, and determines furnishings upgrades, maintenance repairs, or renovation projects in consultation with the Associate Director, Building services.
Safety and Security
Implements and monitors the safety function of the Building Services group.
Proposes process and procedures as required.
Ensures all employees work in a correct, safe manner, and are trained regarding all necessary safety and environmental regulations, standards, practices, and procedures.
Ensures safety practices follow applicable WorkSafeBC regulations, UBC Student Housing and Hospitality Services policy, and UBC policy.
Ensures procedures are established and followed to maintain the security of all Building Services master keys and/or individual keys used for equipment, storage, and access to rooms and buildings.
Staff Management
Recruits, motivates, coaches, supervises, evaluates, disciplines, and terminates staff as required.
Develops, implements, and assesses training programs for all staff.
Facilitates programs for residents, guests and staff as required.
Ensures compliance with UBC and UBC Student Housing and Community Services HR standards and procedures.
Provides ongoing supervision and direction to a team of Building Services Managers. This includes hiring, on-boarding, and coaching.
Ensures all employees in assigned area have the applicable certifications to operate equipment and/or to perform their duties.
Miscellaneous
Carries out any other related duties as necessary in keeping with the qualifications and requirements of the job.
Consequence of Error/Judgement
The position is responsible for the effective administration of custodial and maintenance services, including accountability for the performance of staff to ensure operations are carried out within budget allocations. Poor judgment or ineffective leadership could result in either a loss of revenue or overrun on costs. Failure to maintain equipment and operate in a safe manner within the governing regulations and policies could result in injury to workers, customers, or the public, and/or liability for the University.

Works independently under general supervision of the Associate Director, Building services.

Minimum Qualifications
Undergraduate degree in a relevant discipline. Minimum of five years of related experience or the equivalent combination of education and experience.

Preferred Qualifications
Post-secondary education or experience in hotel, university or institutional building services management is an asset. Knowledge of WorkSafeBC regulations, the correct use of housekeeping equipment, supplies, and safe work methods is needed. Earlier experience in hotel or student residence housekeeping service is preferred. Experience in a unionized environment will be an asset. Minimum of five years’ experience or the equivalent combination of education and experience. Demonstrated management skills, preferably in a unionized environment. Must be good at time-management, and have the ability to deal with several concurrent complex tasks. Must be able to organize and delegate effectively. Should have excellent communication and interpersonal skills. Proven ability to work as a team player within a management team and with diverse groups working to achieve common goals.
Must have a valid British Columbia Driver’s license (class 5 is preferred). Must be bondable. A criminal record check must be made available.
