How you will contribute as part of the TRCA team :

The Senior Manager, Aquatic Monitoring and Management provides senior level technical expertise and leadership in the planning, approval and implementation of multiple aquatic monitoring and management activities. This position leads both waterfront and watershed aquatic monitoring and management programs, projects, and relevant studies in support of meeting various strategic objectives of divisions across TRCA and its external stakeholders.

Major Responsibilities :

  • Leads the overall strategic development and implementation of the aquatic monitoring and management programs and provides input into strategic and business planning, forecasting both the short and long-term needs and projections of the sub-business unit.
  • Negotiates and secures regulatory approvals for restoration and monitoring projects through internal and external liaison; proactively seeks partnership opportunities in support of TRCA’s strategic objectives.
  • Presents results and findings of projects and research initiatives at major conferences in support of knowledge sharing, partnership and business development opportunities amongst other strategic objectives.
  • Collaborates with Marketing and Communications to translate technical information and acts as a subject matter expert for media inquiries and interviews.
  • Manages marine operations, including health and safety, large assets, equipment and day-to-day activities.
  • Leads a team of staff and ensures that team members understand expectations; communicates schedule, tasks and discusses priorities of items.
  • Communicates with team members regularly to assess workload and status of activities, amends work and reassigns staff as needed to direct workflow and accommodate for any situational circumstances.
  • In collaboration with Human Resources :

Manages employee performance and individual team performance.

  • Manages team recruitment, selection, onboarding, and training.
  • Manages individual employee development and individual development plans, considering high performing staff and managing underperforming staff.
  • Recommends compensation performance adjustments.
  • Recommends individuals for promotions / transfers.
  • Prepares and manages annual budgets for area of responsibility by participating in the planning process for cross-division / business unit / overall organizational budget process; ensuring financial plans are in alignment with the overall divisional plan.
  • Explores and secures new programs and projects, builds and maintains external stakeholder relationships; working strategically with internal and external stakeholders, utilizing networks to establish and activate connections to achieve organizational goals and to explore new opportunities.

What will you need to succeed :

Education (degree / diploma / certifications / licenses)

  • University degree in Ecology, Biology, Environmental Science or a related field.

Experience

  • 7+ years of progressive experience in aquatic or environmental monitoring / research or a related field.
  • 3+ years progressive managerial experience.

Knowledge / Skill / Ability - Competencies

  • Working knowledge and understanding of watershed ecosystems, urban watershed management strategies, urban sustainability in a retrofit context, behavioural insights, community-based social marketing concepts and science-based approaches to performance monitoring.
  • Able to assess available resources and forecast needs based upon upcoming work and mitigate any shortages / source additional resources.
  • Demonstrated ability to create culture of empowerment and trust to facilitate effective problem solving and decision making.
  • Forms strategic relationships with other organizations to improve the customer experience.
  • Influential communicator able to facilitate discussions between parties with different perspectives of competing interests and resolve conflicts.
  • Knowledge of Occupational Health and Safety Act, related Regulations and legislation.
  • Able to write persuasive or compelling content for the purpose of generating positive responses.
  • Proficiency in MS Office suite including online software such as MS teams, WebEx, and SharePoint.
  • Working knowledge or familiarity with the following (certifications / training in these areas are strong assets) :
  • Ontario Stream Assessment Protocol Certification, Toronto Harbour Licence (Ports Toronto), Class 1 Electrofishing Certification, Small Vessel Operator’s Permit, Marine Emergency Duties A3 Certificate, Radio Operator’s Certificate and Powered Vessel Operator’s Permit (Ports Toronto), Confined Space Entry, Benthic Invertebrates Identification, Fish Identification Certification (Royal Ontario Museum and / or Ministry of Natural Resources and Forestry), and / or Book 7 Traffic Safety training.
