Main Purpose and Function

The Senior Manager Analytics Enablement oversees and delivers holistic data, analytics, and governance practices for the City. Responsibilities include developing frameworks, engagement models, and standards for data and analytics, aligning business users, and supporting strategic initiatives like establishing Data & Analytics Centres of Excellence.

Key Contacts and Reporting Relationships

Reports to the Director of Enterprise Data and Analytics. Manages diverse teams of staff, contractors, and vendors, and collaborates with senior leadership across departments to ensure strategic alignment and effective delivery of data initiatives.

Responsibilities
  1. Analytics Centre of Excellence: Design and implement the City's analytics framework, manage data requests, set reporting standards, and develop DataOps models.
  2. Data Governance: Create and execute data governance policies, train staff, develop data catalogs, and support governance councils.
  3. Open Data: Develop strategic roadmaps, manage data delivery, and collaborate on data security.
  4. Data Service Management: Oversee workflow management, knowledge bases, and service catalogues.
  5. Innovation Lab: Establish data science frameworks, foster partnerships, and develop AI and MLOps practices.
Minimum Qualifications
  • Bachelor’s degree in technology management, business administration, or related field; equivalent experience accepted.
  • 10+ years IT experience, with 7+ years in analytics enablement or methodology deployment.
  • 7+ years in program management, business analysis, or change management, including managing cross-functional teams.
Knowledge, Skills, and Abilities
  • Leadership in multidisciplinary teams and complex projects.
  • Extensive knowledge in analytics, data science, and related disciplines.
  • Strong communication, negotiation, and stakeholder management skills.
  • Proficiency in data architecture, DataOps, and strategic information planning.
  • Ability to foster collaboration, professional development, and strategic alignment across the organization.
