Role Overview
Reporting to the Project Director, the Senior Manager, Airport Development supports the full scope of a concessions airport program from bid through to commissioning of a new terminal. The incumbent will work with a multitude of project stakeholders and a diverse team of professionals representing many work streams on the project. The Senior Manager, Airport Development applies their strong understanding of airport P3 projects in supporting the integration of various mission-critical activities.
Key Responsibilities
- Supports the necessary activities to engage with the project Client and their respective advisors. Ensures the proper mechanisms are in place to efficiently communicate and resolve conflicts as they arise. Supports the Project Director in preparing materials for critical client meetings, applying sound technical judgment and critical thinking skills in helping to shape strategies.
- Engages with the design and construction team on matters related to the overall capital program as required. Reviews estimates and designs, coordinates with the construction team on submittals. Negotiates with the construction team on relevant matters as appropriate. Provides necessary information to construction when it impacts their work.
- Participates in the airline revenue development & negotiations. Engages in negotiating with airline committees on rates, charges, and agreements as and when required. Works with Aecon’s team, advisors, and partners on building the revenue plan. Understands policies and regulations in USVI.
- Collaborates with the Project Finance team, led by the SVP, Aecon Concessions. Provides the team with required inputs for models, costs, negotiation aspects, rates, and charges. Receives information from the team on model sensitivity, various scenarios, schedule coordination, submissions, outputs of the model. Evaluates model scenarios and sensitivities (OPEX & CAPEX). Coordinates project schedules. Interacts with and presents to Lenders and Technical Advisors as required.
- Collaborates with the Operational Finance team on relevant activities as required. Facilitates exchange of information. Supports the management of the project budget and provides guidance to workstreams on budget adherence.
- Works with the Maintenance team in collaboration with the VP, Operations and Maintenance. Ensures all documents are provided as required, reviewed to ensure fit with the plan. Supports all negotiations. Manages interface between maintenance requirements and rates/charges/budgets/P3 agreement, etc. Supports the coordination of Airport Operations development work.
- Supports the Tenant Commercial development. Engages in appropriate meetings, discussions, negotiations as required. Supports government/public relations as appropriate and required.
- Works with the ORAT teams. Provides guidance and support on critical transition issues. Monitors progress against targets and deliverables (schedule). Reviews documents as required. Facilitates meetings with clients and other workstreams. Provides escalation support.
- Manages the Project Management Team. Ensures schedule and budget are constantly updated and managed. Oversees project controls, including invoice management, schedule updates. Reviews and provides quality control for client submittals.
- Engages in Stakeholder Relations. Interacts with relevant authorities, including aviation, regulatory, tourism, permitting offices, etc., as required and appropriate, in concert with the Project Director.
- Supports Environmental, Safety, Permitting team. Ensures deliverables are met based on schedules. Reviews and approves budget requests.
- Coordinates Legal / Commercial Matters. Reviews and contributes to legal document edits as required. Attends negotiations as required.
Required Knowledge and Experience
- Bachelor’s degree in engineering, Aviation Management, finance, business, or related fields.
- 8+ years of experience in airport development, PPP transactions, Airports M&A with a strong track record in managing complex transactions.
- Demonstrated knowledge of airport operations, planning, and regulatory frameworks (e.g., ICAO, IATA, FAA, others) and airport technical systems, terminal design, and airside/landside aspects is highly desirable.
- Experience with Airport Transactions such as PPPs and/or M&A, including due diligence and evaluation across all streams is a must.
- Ability and willingness to travel extensively for international projects, including extended site stays as required.
- Experience working with project financing agencies and airport authorities is an asset.
- Demonstrated organizational skills, efficiency.
- Ability to communicate effectively to achieve results.
- Experience in managing teams effectively.
- Completed one or more construction projects or has been involved in several airport M&A transactions.
- Commercial acumen: must understand how projects are structured and overall airport project economics work.
