The Organization
Headquartered in Toronto, the Building Ontario Fund (BOF) is a new independent, board-governed agency that will facilitate investment by trusted institutional investors in critically needed large-scale infrastructure projects within the province.
The agency’s mandate is to invest in, and seek to attract investment from, qualified institutional investors, public sector entities, governments, and Indigenous communities in Ontario infrastructure projects that will generate revenue and are in the public’s interest. BOF will do this by:
- Investing in infrastructure and appropriately allocating risks amongst the Corporation and other investors
- Structuring proposals and negotiating agreements with investors in infrastructure projects
- Receiving and assessing unsolicited ideas and proposals for infrastructure
- Providing advisory services with respect to financing infrastructure projects
The Opportunity
Reporting to the Head of Financial Services & Controllership, BOF is seeking a permanent full-time Senior Manager – Accounting & Reporting to fill an existing vacancy and take on the following responsibilities:
Financial Reporting & Compliance
- Lead the preparation and review of the organization’s financial statements and reports in accordance with PSAS.
- Oversee the consolidation process for multiple entities and ensure proper intercompany eliminations and reporting.
- Ensure the accuracy, completeness, and timeliness of financial reporting to internal and external stakeholders, including board and ministry reporting.
- Manage all regulatory reporting requirements, including tax filings, statutory submissions, and funding compliance reports for applicable ministries and agencies.
- Ensure continuous compliance with applicable public sector directives, accounting policies, and evolving standards.
Technical Accounting Leadership
- Provide expert guidance on complex accounting issues, including those related to investment accounting, financial instruments, and derivatives.
- Conduct and review technical accounting research to support accounting positions and ensure proper treatment of non-routine or complex transactions.
- Review and update accounting policies and procedures to reflect best practices and evolving standards.
Team Leadership & Coaching
- Lead, coach, and mentor a team of Senior Financial Analysts, ensuring high performance, professional development, and technical excellence.
- Review and approve journal entries, reconciliations, and working papers prepared by the team.
- Foster a collaborative and accountable culture focused on continuous improvement and learning.
Audit & Internal Controls
- Serve as the primary liaison with external auditors during the year-end audit and other financial reviews.
- Ensure robust internal controls over financial reporting and compliance processes.
- Monitor and implement audit recommendations and corrective actions where required.
Qualifications
Education and Experience
- Degree in Accounting, Finance, or related field, or equivalent experience. (Master’s Degree or equivalent experience preferred, but not required.)
- Chartered Professional Accounting (CPA) Designation (including legacy designations – CA, CMA, CGA)
- Minimum of seven (7) years of progressive accounting and financial reporting experience, with at least three (3) years in a managerial or leadership capacity.
- Demonstrated experience with regulatory reporting, including tax filings and ministry submissions.
Knowledge and Skills
- Strong technical knowledge of Public Sector Accounting Standards (PSAS), including consolidation and investment accounting.
- Strong knowledge of government financial and accounting principles (e.g., Public Sector Accounting Board (PSAB) principles), policies and processes as well as financial reporting processes and agency accountability.
- Knowledge of investment funds and reporting requirements preferred, but not required.
- Knowledge of in financial systems such as QuickBooks or other enterprise resource planning (ERP) systems preferred, but not required.
- Sound analytical skills to synthesize complex financial models and formulas into understandable reports and summaries.
- Strong leadership abilities to build individual and team capabilities through direction, collaboration, feedback, and coaching.
- Sound interpersonal skills with the ability to collaborate effectively.
- Strong verbal and written communication skills to document research and policy papers, liaise with all levels of staff; prepare reports and presentations
- Ability to exercise strong attention to detail, as well as strong analytical, problem-solving, and organizational skills.
- High attention to detail and the ability to work independently while meeting deadlines.
