Our client is seeking a Senior Management Consultant to serve as a subject matter expert on digital delivery, agile product development, and organizational transformation for a large-scale service delivery transformation within the public sector.

This is primarily a remote role, but some travel within Alberta may be required at the consultant's own expense for field research and user interviews.

Must Haves:

  • 5+ years as a Senior Management Consultant with experience in:
  • Agile software development and modern, service design-based product delivery in large organizations such as government agencies, private companies with 5,000+ employees, startups, or small businesses addressing complex challenges at scale.
  • Experience working with dedicated public sector central digital offices like UK Government Digital Service, Australian Digital Transformation Agency, Ontario Digital Service, Canadian Digital Service, 18F, US Digital Service, or British Columbia Government Digital Experience. Equivalent relevant experience will be considered but must highlight specific roles in digital public sector work. General public sector IT experience alone is not sufficient.
  • Demonstrated experience in organizational development focused on digital transformation in similarly large and complex organizations.

Additional Requirements:

  • 5+ years managing projects in provincial or federal sectors or similar large organizations.
  • 5+ years leading organizational change impacting all levels of an organization.
  • 5+ years developing and implementing government-wide digital and service transformation strategies or mandates.
  • 5+ years advising senior executives and developing organizational design, capability frameworks, change management, and workforce plans to facilitate large-scale transformation.

About the Role:

This Service Transformation Consultant (STC) will provide strategic advice and guidance on initiatives underway, including leading a ministerial transformation in the Ministry of Justice to enable scalable service delivery improvements. The STC will facilitate strategic discussions with government executives and teams, offering advice on organizational structures and governance. The role may also involve coaching technical teams and partners on service innovation and digital transformation.

The work will evolve based on emerging needs and opportunities, but key deliverables include:

  • Providing expertise and recommendations on digital delivery, agile product development, and organizational transformation.
  • Assessing and developing initiatives to enhance digital capability, capacity, and culture.
  • Advising, coaching, and leading product and platform teams throughout project phases.
  • Guiding executive leadership on organizational change, governance, capacity building, policy, infrastructure, and culture.
  • Creating and presenting frameworks, models, and briefings for senior leaders based on best practices.
  • Facilitating strategic conversations to align stakeholder interests and goals.
  • Developing metrics and indicators to measure outcomes and progress.
