Job summary

Altis Technology is seeking a Senior Monitoring and Evaluation Specialist in Ottawa, with a strong emphasis on enterprise-wide measurement that connects programs, services, and digital initiatives to meaningful outcomes. You will collaborate with program leaders, data specialists, and stakeholders to shape evidence-based decision making.

Qualifications

• 10+ years of experience in monitoring and evaluation or related fields.
• Experience with logic models, theories of change, and evaluation frameworks.
• Experience evaluating federal government initiatives and stakeholder consultations.

Responsibilities

• Develop an enterprise-level evaluation framework defining immediate, intermediate and long-term outcomes, outputs and activities.
• Create theories of change and logic models connecting current interventions to desired outcomes.
• Assess existing programs and services to identify alignment, overlaps, intervention gaps and emerging opportunities.
• Recommend KPIs, behavioral and outcome indicators, baseline requirements and practical data collection approaches.
• Conduct a measurement gap analysis, assessing current data sources, limitations and future measurement needs.
• Facilitate consultations with leadership, program teams and stakeholders to build alignment around outcomes and measurement.
• Develop an implementation roadmap covering data, technology, CRM, reporting capabilities and governance.
