Matrix HR is seeking a highly experienced land and stakeholder professional to support the coordination and resolution of encroachment matters on a major energy infrastructure project. This role requires a strong mix of field-based negotiation, stakeholder management, and cross-functional coordination to address and resolve right-of-way challenges across the project footprint.
Location : Edmonton or Northern Alberta (Hybrid – 50% Travel Required)
Duration : July 1, 2025 – May 31, 2027
Work Structure : Hybrid – alternating between remote work and site-based travel
Core Responsibilities :
- Represent the project team in all land-related discussions with individuals or entities occupying or affecting the pipeline corridor.
- Travel regularly to impacted locations to assess encroachment scenarios, present mitigation proposals, and work collaboratively with affected parties.
- Address concerns raised by stakeholders, provide balanced guidance, and advocate for solutions that uphold both project integrity and community interests.
- Provide strategic input into project rollout plans, particularly as they relate to stakeholder communications, site readiness, and land coordination.
- Monitor encroachment activities and help ensure proper execution of agreements, physical mitigation steps, and compliance close-out.
- Partner with internal land professionals to ensure notifications and communications are timely, clear, and aligned with project and legal obligations.
- Work closely with contracted service providers — defining expectations, reviewing deliverables, and maintaining consistent quality and regulatory compliance.
- Attend internal planning and reporting sessions to share updates, contribute to risk assessments, and identify resource needs or escalation points.
Qualifications & Experience :
- Education in land management, real estate, environmental studies, or a similar field.
- 10+ years of hands-on experience in land negotiation, ROW acquisition, or regulatory compliance related to pipeline or infrastructure projects.
- Practical knowledge of federal and provincial land regulations, including the CER Act and related standards.
- Familiarity with infrastructure constraints and safety requirements tied to crossings, utilities, or unauthorized land use near pipeline assets.
- Proficiency in Microsoft Office (Word, Excel, Outlook, Teams), SharePoint, and other enterprise tools.
- A valid driver's license and readiness to travel to field sites (approximately 50% of the role).
- Excellent interpersonal and negotiation skills, with a talent for finding common ground in complex or sensitive situations.
- Ability to handle detailed reporting, maintain structured documentation, and manage competing project demands with minimal oversight.
- An understanding of GIS, land mapping, or survey data is considered an asset.
