The People & Equity Division is currently hiring a Senior HR Workplace Investigator E&LR. This role is ideal for an analytical, resourceful, and experienced workplace investigator passionate about investigations.

What is the job summary?

To investigate allegations of employee misconduct in contravention or violation of City bylaws, policies, procedures, or legislation, as part of the Internal Investigation Unit (IIU) in Employee Relations. To lead interviews, gather and analyze evidence, make factual findings, and oversee the preparation of objective reports. To ensure investigations are conducted in a timely, impartial, and fair manner, adhering to workplace investigation best practices. To guide and advise staff throughout the investigation process, developing investigation plans and reports to meet IIU standards of excellence.

What you will do?
  1. Implement detailed plans and recommend policies/procedures regarding program-specific requirements.
  2. Conduct research into assigned areas, considering developments within the field, corporate policies, legislation, and government initiatives.
  3. Investigate misconduct such as absence abuse, fraud, conflict of interest, theft, maladministration, harassment, nepotism, cronyism, substance abuse, unethical behavior, and other workplace misconduct.
  4. Conduct thorough, unbiased investigations into allegations involving unionized and non-unionized staff, focusing on fact-finding, procedural fairness, and attention to detail.
  5. Employ trauma-informed approaches, considering the mental wellness and emotional state of parties involved, including distressed individuals.
  6. Use effective communication and psychological safety strategies to interact with individuals of diverse abilities and backgrounds.
  7. Gather evidence on-site, record meeting minutes, and maintain records securely.
  8. Assess evidence credibility and factual findings, and prepare detailed reports, confidential communications, and briefings.
  9. Determine if findings indicate breaches of bylaws, policies, procedures, or legislation.
  10. Guide staff through investigations, ensuring high standards of teamwork, communication, and organizational performance.
  11. Review investigation reports for compliance with IIU standards and provide senior-level expertise.
  12. Offer developmental opportunities and onboarding for new investigators.
  13. Collaborate with various divisions, law enforcement, and legal counsel; exchange information as needed.
  14. Testify and present evidence in legal proceedings, including arbitration and tribunals.
  15. Maintain knowledge of relevant laws, policies, and investigation practices, and contribute to training and education efforts.
  16. Represent the IIU on task forces and committees, promoting education on investigation best practices.
  17. Support equity, diversity, and inclusion initiatives, applying an anti-racism and systemic equity lens in investigations.
  18. Handle sensitive information professionally, responsibly, and confidentially.
