As the Senior Financial Planning Specialist , you will be accountable for leading strategic business and fiscal planning, and provide financial advice, expertise and leadership on development and implementation of financial design and strategy including financial planning, financial policy development and implementation, reporting, capital and cash management planning and strategic financial management in alignment with overall organizational direction, start-up activities and evolving plans.

Other key responsibilities include :

  • Provide advice, recommendations and support to senior executives on complex fiscal planning and financial management matters.
  • Lead the development of comprehensive reports and financial statements to evaluate financial performance and stability of assigned programs.
  • Manage the preparation of monthly variance analysis and lead the development of financial and administrative control policies and procedures for payments, financial reporting, and systems.
  • Steer the design and enhancements of the financial systems by providing expertise in financial systems, overseeing necessary changes with development teams and ensuring compliance with regulatory standards and alignment with organizational goals.
  • Lead the development and implementation of corporate fiscal planning and financial frameworks for assigned functional areas, fiscal management strategies, policies and procedures for effective long-term financial management.
  • Lead and coordinate agency-wide business and fiscal planning by translating strategic goals into actionable plans, developing multi-year fiscal strategies, guiding annual strategic planning, and overseeing fiscal analysis, in-year management, and performance reporting.
  • Lead development of business cases and government submissions to secure Treasury Board / Management Board of Cabinet (TB / MBC) approvals and resources, coordinating with key partners to align with strategic priorities and performance goals.
  • Lead / coordinate the preparation of reports, TB submissions and proposals, Audit and Finance Committee submissions, and other documentation to inform senior management decision-making.
  • Leading the communication, negotiation and reporting of business / fiscal risk assessment outcomes.
  • Manage complex, sensitive stakeholder consultations and relationships, developing processes to enhance efficiency, accountability, and alignment with governance structures.
  • Represent the manager at finance meetings, using financial expertise to advocate for team objectives and ensure continuity in decision-making.
  • Develop and continuously improve financial policies, controls, and processes to ensure compliance, risk management, and alignment with corporate and legislative requirements.
  • Monitor fiscal trends and innovations to inform senior management of impacts on agency policies and programs.
  • Support funding and revenue model development, cash management, and treasury functions aligned with Supply Ontario’s business model.
  • Provide strategic advice on financial and operational impacts of policies, programs, and initiatives, ensuring integration, performance measurement, and risk management.
  • Conduct financial risk analysis and support operational integration with a focus on financial impacts.
  • Supports the planning and assessment of financial due diligence activities associated with potential opportunities for integration and partnership with other stakeholders / organizations.

Successful candidates will demonstrate the following :

  • University degree preferably in Accounting, Business or Finance.
  • Extensive experience in finance, business, and strategy.
  • Minimum of 6 to 8 years experience in fiscal planning, financial management, and financial systems in a public sector, provincial agency, or broader public sector setting.
  • CPA or similar Accounting designation is an asset.
  • Experience in development and analysis of financial services, and funding models and business strategies.
  • Knowledge of financial and public sector policies, financial management, budget allocation, financial planning, business planning and implementation and expenditure forecasting and reporting.
  • Knowledge of modern controllership, Chart of Accounts, delegation of authority structures, and internal control mechanisms and risk management.
  • Extensive knowledge of governance and accountability best practices principles and mechanisms as they apply to the public sector, broader public sector and public / private partnerships.
  • Understanding of financial service delivery models to ensure practical implementation of frameworks, policies and services.
  • Ability to think strategically to understand external impact on internal strategy, consider how present policies, processes, and methods might be affected by future developments and trends.
  • Ability to align priorities, often competing, with strategic directions of Supply Ontario
  • Strong analytical and problem-solving skills.
  • Excellent collaboration, communication, customer service and relationship management skills.
  • Project management skills to plan, prioritize and manage financial related projects and project resources.
  • Ability to achieve challenging objectives and strong results through innovation in a fast-paced environment.

Supply Ontario offers a competitive compensation package including benefits and defined benefit pension plan.

The selected candidate will be required to reside and work in Ontario and be legally eligible to work in Canada.

This job offers the opportunity to work from home as part of a hybrid work arrangement; at the time of posting, this position would require in-office presence 3 days per week, based on current operational requirements.
