Overview

This Division is responsible for all aspects of corporate financial management and reporting, procurement, risk management, internal audit, and facilities management including the OEB’s Business Continuity Management Program.

Under the direction of the Manager, Finance & Risk, the Senior Financial Planning Analyst ( 12 – month contract) will support the OEB during the collective bargaining process and other sensitive analysis and data. Including handling confidential information (salaries, benefits.), performing financial modeling, and conducting sensitivity analysis on various proposals under discussion.

The role will play a critical role in handling confidential employee salary data, analyzing compensation structures, and preparing financial models to support collective bargaining negotiations. This position requires strong analytical skills, discretion, and collaboration with People and Culture, Strategy, Project Management & Change, Legal Services, and Finance, Procurement and Facilities divisions to ensure accurate financial planning and compliance with labor agreements. This position will be required to report to the Executive Leadership Committee and provide sensitive analysis to the Board of Directors. In addition, experience with financial modeling software, the ability to work with sensitive data and communicate complex financial information clearly and effectively are required.

Responsibilities

  • Analyze employee salary structures, benefits, and payroll data while ensuring confidentiality
  • Develop financial models to evaluate compensation trends and forecast salary-related expenses
  • Provide insights into salary competitiveness and cost impact for labor negotiations
  • Assist in annual budgeting and long-term financial planning related to workforce expenses
  • Support the Planning Partners in the Business Plan development
  • Provide sensitive data analysis to the Executive Leadership Committee, Ministry of Energy and Mines, and support the Director of Finance, Procurement and Facilities in Board of Director and Finance and Risk Committee presentations
  • Prepare reports and presentations for senior leadership on workforce financial trends
  • Back up the Director of Finance and the Manager of Finance and Risk for any applicable project
  • Support finance and People Culture leadership by preparing detailed cost analyses for collective bargaining agreements (CBAs)
  • Model various salary and benefits scenarios to assess the financial implications of union proposals
  • Work closely with labor relations and legal teams to ensure compliance with union contracts and labor laws
  • Partner with People and Culture to align financial analysis with compensation strategies
  • Work with accounting teams to ensure accuracy in salary and benefits cost allocations
  • Work with the Strategy, Project Management and Change Division on any sensitive projects and provide support where required

Qualifications

  • Bachelor’s degree in finance, Accounting, Economics, or related field and CPA designation.
  • 5 years of experience in financial planning & analysis
  • Advanced knowledge in Microsoft Office (Word, Excel, Dynamics, PowerPoint), Teams.
  • Strong analytical and financial modelling abilities.
  • Strong knowledge of collective bargaining processes and labor cost modeling.
  • Enhanced negotiation skills to navigate complex issues such as economic uncertainties, health, and pension benefits.
  • High level of discretion and ability to manage confidential employee data.
  • Excellent communication and presentation skills.
  • Experience in the public sector, unionized environments, or corporate HR finance.
  • Familiarity with labor laws, collective bargaining agreements, and workforce planning.
  • Ability to work in fast-paced, deadline-driven environments.
