Job summary

The Building Ontario Fund seeks a Senior Financial Associate to support the Indigenous Opportunities Financing Program (IOFP) in evaluating loan guarantees and conducting financial analyses. Job description

The Opportunity

Headquartered in Toronto, the Building Ontario Fund (BOF) is a new independent, board-governed agency that will facilitate investment by trusted institutional investors in critically needed large-scale infrastructure projects within the province.

The agency’s mandate is to invest in, and seek to attract investment from, qualified institutional investors, public sector entities, governments, and Indigenous communities in Ontario infrastructure projects that will generate revenue and are in the public’s interest. BOF will do this by:

  • Investing in infrastructure and appropriately allocating risks amongst the Corporation and other investors
  • Structuring proposals and negotiating agreements with investors in infrastructure projects
  • Receiving and assessing unsolicited ideas and proposals for infrastructure
  • Providing advisory services with respect to financing infrastructure projects

Reporting to the Senior Manager, Indigenous Opportunities Financing Program (IOFP), the Senior Financial Associate, Indigenous Opportunities Financing Program (IOFP) will:

  • Lead and conduct complex financial modelling, forecasting, and analysis of potential loan guarantee applications to support decision-making in underwriting decisions.
  • Collaborate closely with internal project teams and project owners to gather data, develop and track financial and impact assessments, ensure alignment with eligibility and evaluation criteria and provide comprehensive analysis into the viability of the potential loan guarantee.
  • Lead the due diligence process to evaluate the applicant’s financial plan/status, credit reports, loan agreement with a lender financial institution, legal aspects and viability of potential loan guarantees and loan products.
  • Plan and lead risk evaluation and develops informed and measured opinions and recommendations based on applicant’s submitted risk mitigation measures.
  • Prepare a range of briefing materials, including presentations to the Board, loan guarantee memoranda, proposals and briefings to support the decision-making process.
  • Collaborate with cross functional team members, leveraging their strengths and expertise to maximize outcomes and individual growth.
  • Maintain knowledge of, and advise on, current issues within the energy sector and changes that may impact IOFP initiatives.
Qualifications
Education and Experience
  • Graduate Degree in Finance, Accounting, Business, Economics, Mathematics, or equivalent.
  • Completed or enrolled in CFA program (considered an asset).
  • A minimum of 7 years of underwriting, transaction structuring, corporate finance, lending, gained in mid-size or large financial institutions or advisory firms.
Knowledge and Skills
  • Understanding of IOFP and associated eligibility requirements (e.g., ownership, financing, etc.) to conduct due diligence of the financial components of the applicant.
  • Knowledge of underwriting theories, principles and practices; business finance/management operations and requirements; sector trends and challenges; and regulatory, partnership and funding/financial issues.
  • Financial acumen and the ability to build complex financial models/forecasts and perform quantitative analysis, and review/understand financial plans.
  • Knowledge of risk assessment and risk management principles and due diligence analysis to make balanced recommendations.
  • Strong understanding of lending policies and compliance rules.
  • Knowledge of impact measurement frameworks and methodologies.
  • Research and business intelligence analytical processes and methodologies to design/conceptualize and lead/coordinate research projects/studies.
  • Knowledge of Indigenous consultation, engagement, and the Duty to Consult and the ability to apply the province’s guidelines in all consultation processes including providing timely and accessible information to Indigenous communities/groups on the proposed project, activity, or decision.
  • Strong analytical skills with proficiency in quantitative analysis and data interpretation, with the ability to translate complex data into actionable insights.
  • Excellent organizational and priority management skills.
  • Excellent verbal and written communication skills to articulate complex situations in logical, factual, and clear terms, both verbally and in writing; prepare and present reports, briefing materials and correspondence; represent the BOF with internal and external stakeholders.

Advanced skills on Excel, PowerPoint, Power BI and other analytics applications as required.
