Job Summary
Reporting to the Manager of Corporate Budgets & Tax Policy, this position will perform financial analysis to support the development of the annual operating budget, in-year variance projections and subsequent reporting to senior management and Halton Regional Council.
Duties & Responsibilities- Responsible for developing reports to Council and analytical summaries to improve the decision making of management to help support achieving our strategic objectives.
- Undertake quantitative and qualitative research to develop evaluations, best options and recommendations on policy issues affecting Boards and Agencies including Conservation Halton, Credit Valley Conservation, Grand River Conservation, Halton Court Services, Halton Regional Police Service and North Halton Mental Health Clinic.
- Coordinate the development of annual operating budgets and ten year operating budget forecasts with department staff, including the supporting text in accordance with corporate financial policies and financial reporting requirements.
- Advise and assist departments with budget policies and Council guidelines.
- Monitor actual expenditures and investigate significant variances through consultation with department staff for the preparation of operating budget variance reporting to Council three (3) times per year.
- Provide reporting to senior staff to effectively monitor current spending and revenue to ensure financial management of programs is consistent with the current year Budget and Business Plan.
- Review, analyze and document user fees for inclusion in the budget and assist with the preparation of the annual user fees and charges by-law schedules for the applicable departments.
- Maintain various models, including but not limited to, IT software maintenance contracts, corporate chargebacks, and budget and property tax models used for budget and tax policy development, reporting and projections.
- Assist with property tax policy development including analysis of current value assessment impacts and determining annual regional tax rates, as well as maintaining the annual reference guide on current value assessment and property tax policy.
- Prepare year-end and audit working papers.
Skills & QualificationsEssential
- Degree in Finance, Economics or Accounting.
- Minimum of five (5) years’ experience in financial roles working in budget development and analysis.
- Demonstrated ability to develop, coordinate and deliver accurate financial analysis and presentations for stakeholders within critical timelines.
- Advanced skills in Microsoft Office Suite (Excel, Word and Powerpoint).
- Strong oral and written communication skills to effectively communicate with peers and senior management.
- A team player with the ability to consult and collaborate with various internal and external stakeholders.
Preferred
- Knowledge of municipal finance.
- Knowledge of the SAP management information system.
- A professional accounting designation (CPA) or working towards the completion of a designation.
