The Senior Financial Analyst – Capital Projects will be responsible for the accounting and planning process, development of project forecasts and long-term cash flow planning for all capital projects at Oak Valley Health.

Duties Include:

  • Perform financial analysis responsibilities for various Major Capital Projects.
  • Manage financial risks and cashflow requirements for complex, multiyear projects.
  • Ensure the structure and integrity of data stored for reporting purposes.
  • Ensure appropriate allocation and revenue recognition of capital funding in accordance with GAAP and funding agreements.
  • Manage invoicing and preparation of annual financial reports for external funders.
  • External audit preparation including coordination/preparation of audit working papers related to capital balances and related to notes to the financial statements.
  • Review and prepare annual Capex budget and periodic forecast.
  • Prepares monthly journal entries for month-end and reconciliations relevant to the assigned portfolios.
  • Prepare formal written and oral presentations to internal and external decision makers.
  • Assist with audits, perform in-depth written analysis.
  • Develop and maintain specialist knowledge for Ministry funded capital projects.
  • Support and advise on business cases and strategies to achieve optimal outcomes for capital spending and decision making.
  • Manage and perform funding and costing analysis for all capital projects, making recommendations for optimal balanced position.
  • Enforce policies and procedures relating to capital spending including MOH Cost Share Guidelines.
  • Performs cross-functional and/or other duties consistent with the job classification, as assigned or requested.

Qualifications:

  • Minimum completion of a bachelor’s degree in accounting, business administration, or recognized equivalent required.
  • CPA designation required.
  • 4-6 years of practical and related experience.
  • Project accounting experience, preferably within healthcare or the public sector environment.
  • Demonstrated ability to cultivate internal and external relationships.
  • Strong MS office skills, Word, Excel, Powerpoint, and Outlook.
  • Excellent analytical and problem-solving skills and attention to detail.
  • Excellent organizational, written and verbal communication skills.
  • Strong ability to work accurately under time constraints required.

Work Schedule:

Monday - Friday. Please note schedules may change due to operational needs.

Compensation:

BAND G
Range: $49.30 - $60.53
