Job Profile

This temporary position will act as a trusted business partner to internal stakeholders throughout the organization. You will use your exceptional analytical capabilities and attention to detail to provide meaningful insight into the City’s finances. This fast-paced role is looking for an independent and creative thinker in financial analysis, who seeks continuous improvement. The ability to both understand the big picture of the City’s operations, business processes, and finances while also analyzing the details will be a major asset in this role. Reporting to the Manager of Financial Planning, within the Financial Division of the Customer & Financial Services Department, you will be responsible for the following duties :

What you will be doing

  • Works with assigned divisions throughout budget processes by engaging in discussion with staff and management, analyzing historic actuals and future projections, and resolving discrepancies or issues. Provides financial analysis to develop accurate and meaningful multi-year budgets, guidance to departmental staff and management on budgetary processes, and provides technical assistance on budget systems. Includes multi-year Operating and Capital budgets and user fee schedules.
  • Acts as a resource for business process improvements for assigned divisions. Advises departmental staff of all levels on financial and business process matters. Works with IT and departmental staff to review, recommend, and support implementation of software solutions to enhance business processes. Requires thorough understanding of business processes, best practices, and technology as they relate specifically to departmental operations.
  • Works with departmental staff and management to identify potential budgetary variances and supports departments in completing necessary forecast changes. Performs financial analysis of operating, capital, and reserve accounts as part of the forecasting process for assigned divisions. Compiles the Operating and Capital forecast and status reports; reviews to ensure compliance with relevant financial policies, engages in discussion with departmental staff and management to come to resolution on potential issues.
  • Strategizes options to solve financial problems or concerns for assigned divisions. Analyzes highly complex financial and business-related issues and makes recommendations for senior management to assist in strategic decision-making process and initiatives.
  • Compiles overall corporate budget and financial update reports for management, Council, and the public, as assigned. Includes development of charts, graphs, and analysis.
  • Maintains the salary plan module for operating budget for assigned divisions, as well as other financial analysis modules in the budget system.
  • Prepares and reviews journal entries for various transfers and adjustments as needed.
  • Reconciles various accounts, including general ledger clearing accounts as well as reconciliations between general ledger and subledgers.
  • Completes tangible capital asset reporting from capital projects, including analyzing projects to identify appropriate accounting treatment and the creation and disposal of assets. Ensures compliance with policies and Generally Accepted Accounting Principles (GAAP).
  • Ensures compliance with reporting requirements related to grant funding. Prepares grant applications and reporting for assigned programs.
  • Assists in the ongoing implementation, training, and support of financial applications. Recommends software solutions to enhance reporting capabilities for the budget and budget control processes and reporting.
  • Researches best practices and makes recommendations towards financial planning and budget control policies and procedures that address corporate strategic goals.
  • Involved in union contract negotiations responsible for financial implications of the collective agreement.
  • Performs special budget, accounting, and internal audit related projects as required.

Education

Undergraduate Level - Four years or equivalent in Business Administration

Experience and Knowledge

  • Accounting designation CPA or working towards completion
  • Three years' relevant experience in Accounting
  • Experience in municipal accounting and financial computer applications would be an asset

    Proof of your current and valid certificate(s) and / or educational qualifications.

    Worker Health and Safety Awareness Training certificate from the Ministry of Labour. (may be obtained post offer)

    Your compensation

    This position is located in Band Level 5 of the Non-Union Salary Scale and has an annual salary range of $94,039 to $114,678. We offer a comprehensive benefit package and are an Ontario Municipal Employees Retirement System (OMERS) employer.

    Hours of work

    Monday to Friday, 8 : 30 a.m. to 4 : 30 p.m. (35 hours per week).
